6.2A <br /> Page 2 <br /> RESOLUTl�N NO. <br /> A RES4LUTIDN aF THE CITY C�UNCIL OF THE C1TY �F REDW4OD <br /> CiTY IN SUPPC)RT �F THE CITtZEN'S CONSTITUTIONAL <br /> CONVENT[ON <br /> WHEREAS, the State of California has consis�ently been unable to enact a <br /> budget �n time, and the Legislature and Governor continue to try to baEance fihe budget <br /> by taking maney from locaf jurisdictions yet require local go�ernment to provide the bulk <br /> of serviees such as police and fire pr�tection, schools, [�braries, children's health <br /> pr�grams, parks, senior care, menta[ hea[th services and other impor�ant programs; and <br /> WHEREAS, �o bridge this year's $26.3 billion budget gap, the approved budc�e# <br /> wili take $8.8 billion from our schools, $8 million from state parks; $2.2 biliion from <br /> health care programs needed for the e[derfy and young people, $1.2 bi�lion dollars from <br /> the prison system, and over $4 bi�lion dollars from local governments and <br /> rede�eloprnent agencies; and <br /> INHEREAS, numerous artic�es shifting power and revenue away from local <br /> go�ernments are locked into the current state Constitution which, if left unchecked, set <br /> the stage for fiuture takeaways of local gavernrnent funding; and <br /> WHEREAS, due to mounting frustra�ion and dissatisfaction with our state <br /> go�ernment, the organization "Repair California - Californians for a State Constitutional <br /> Con�ention," part of fhe business association fihe Bay Area Cauncil, is proposing a <br /> Constitutiona[ Con�ention to consider needed reforrns to California's governance, <br /> elections, budget process, and revenue distribufiion. <br /> NUW, THEREF�RE, BE [T RES�LVED BY THE CITY C�UNCIt �F THE CITY <br /> t�F REDVIl4�D CITY tha# the Cr#y hereby expresses its support for a Constitu�ional. <br /> Convention as proposed by "Repair California - Califiarnians for a State Constitutional <br /> Con�ention." <br /> * � * <br /> ATTYIRESOJRESO_1932 <br /> 0805(19 <br />
