(See Regional Access plan, attached.) Primary access to <br />the Saltworks Site no longer, would be via the Woodside interchange, but to the <br />east via Marsh Road and to the west via Whipple. 50 /50- Balanced -Plan- related <br />improvements would also provide existing residents improved and more <br />convenient access to the City's Downtown and other districts. <br />S. Infrastructure <br />Flood protection, perhaps the most prominent public safety priority of the 50150 <br />Balanced Plan, innovatively is premised upon adaptive design principles. Initially <br />based upon the most current science for sea -level rise projections, future levees <br />at the Saltworks Site will be designed to accommodate future expansion and <br />elevation should unanticipated magnitudes of sea -level rise occur. <br />The Statement of Justification and a technical appendix in the Application <br />Submittal address other infrastructure issues including: project- generated <br />stormwater management and quality control, off site generated runoff <br />management, potable water service, sanitary sewer service, recycled water, solid <br />waste management, and dry utilities. The 50/50 Balanced Plan also proposes to <br />address the vexing flooding issues related to the adjacent regional stormwater <br />channel facility, providing benefits to its immediate neighbors and the region as a <br />whole. <br />V. Conclusion <br />It truly is unprecedented to have the open canvass of a two- square -mile undeveloped <br />infill site situated amidst booming job centers and existing regional transit facilities. The <br />inherent opportunities in such a configuration are extraordinary. <br />The question is, what to do with those circumstances? Here, Redwood City has two <br />choices: continue the 100 -year history of industrial salt making and its related preclusion <br />of public involvement and access, or bring a comprehensive balance of community <br />open space /ecological restoration and innovative, beneficial community design that <br />improves the quality of life for both existing and future residents of the City. <br />The Saltworks Team is confident that after full public vetting, both the elected officials <br />and citizens at large of Redwood City will see that the 50150 Balanced Plan not only is <br />the right choice, but it is a vision and model of which all can be proud and which should <br />set a new standard for balanced community building in the Bay area and beyond, <br />14958 <br />MUFF # 601 <br />
