<br />6.28 <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />August24,2009 <br /> <br />SUBJECT <br />Award of Contract - Willow Street Improvement Project <br /> <br />RECOMMENDA nON <br />1. Approve, by motion, the contract documents and award the contract for Willow <br />Street Improvement Project to the lowest responsible bidder, Joseph J. Albanese, <br />Inc. of Santa Clara for their responsive and responsible low bid of $223,305.50 and <br />authorize the City Manager to increase the contract amount up to 10% if necessary. <br /> <br />2. Approve, by resolution, a budget amendment to make $100,000.00 contributed by <br />Costco Wholesale Corporation available for expenditure as intended on the Willow <br />Street Improvement Project. <br /> <br />BACKGROUND <br />The private improvements to the Costco store in Redwood City relocate the main <br />entrance of the store from Charter Street, one block north to Willow Street. The <br />signalized intersection required at Willow Street to accommodate Costco's new main <br />entrance will be paid for and constructed by Costco Wholesale Corporation according to <br />city and other applicable agency standards. The work of this proposed contract will <br />construct much needed improvements to Willow Street, east of the new signalized <br />intersection, between Middlefield Road and Stambaugh Street. Costco Wholesale <br />Corporation has contributed $100,000.00 to offset the city's cost of improvements to the <br />eastside section of Willow Street. Improvements to this section of Willow Street are <br />designed to increase the roadway's navigability for all users and provide some aesthetic <br />appeal. Improvements include widening the roadway, new asphalt concrete pavement <br />surface, new concrete sidewalk, curb, and gutter, installation of parking stalls, pavement <br />striping, adjusting utility boxes and manholes to grade, installation of new storm drain <br />main and storm drain inlet, construction of ramps compliant with the American with <br />Disabilities Act, landscaping and tree planting, and installation of new street lights. <br /> <br />Eleven (11) bids were received at the bid opening on July 29, 2009 for the 'Willow <br />Street Improvement Project" and are summarized in the table below. <br /> <br />Bidder Bid Amount <br />Joseph J.
