Albanese of Santa Clara, CA <br />Substantiation: Joseph J. Albanese of Santa Clara, CA is the lowest <br />responsive and responsible bidder. <br /> <br />The low bid of $223,305.50 submitted by Joseph J. Albanese, Inc. is 14.3% lower than <br />the engineer's estimate of $260,537.00. Staff attributes this variance to a very <br />competitive bidding environment. Based on the bids received, staff believes that the <br />low bid of $223,305.50 is reasonable and recommends awarding the contract to Joseph <br />J. Albanese, Inc. <br /> <br />ALTERNATIVES <br />Council may choose not to award the contract and direct staff to modify the scope of <br />work and again offer this project for public bidding. <br /> <br />FISCAL IMPACT <br />Costco Wholesale Corporation contributed $100,000.00 in Fiscal Year 2007/2008 to <br />defray the cost of the proposed improvements to the section of Willow Street between <br />Middlefield Road and Stambaugh Street. Staff requests amendment of the current year <br />budget to allocate these funds to expend as intended. Additional funds for portions of <br />the work of this project have been previously appropriated as Capital Projects Fund - <br />Sidewalk Replacement Program with an available balance of $272,371.04 and Capital <br />Projects Fund - Storm Drain Collection System Construction with an available balance <br />of $195,357.10.
