good faith. He said that if the Council does not like the rules, change them, but do not
change them after the application is submitted. He would like both sides to make it work.

Joe Ravella said he recently received approval for a similar project that met zoning
requirements, he does not understand why this is not getting approved when it has been
the same application process, and he supports this project.

Gary Ernst, a resident for over twenty years, commented that nobody likes change, but it
is change that has made the city so beautiful, there is a need for homes, and the studies
were well done. He believes this project fits into the neighborhood and he really likes and
supports the project going forward.

Mayor Foust asked for Council input on how to address the next six additional speakers
from the neighborhood committee. Council agreed to have them heard and have the City
Clerk time them and then give the same time to the other party.

Andrgi Alexeeff lives across the street from the proposed development and said he
welcomed everyone to his home to see what the proposed setback for the development
would be like. He supports the 25-foot setback move forward with the development in the
future.

Richard Izmirian, resides on Eaton Avenue in San Carlos, spoke as a concerned creek
resident, a member of the Friends of Cordilleras Creek, and he has served on San Carlos
flooding, land use, and creeks committee. He supports a 25-foot setback and he
expressed concerns about allowing the 15-foot setback as a precedent-setting and the
need for multijurisdictional consistency in regards to the creek. He asked that Council
uphold the Planning Commission's decision.

Lurese Levoir lives on Finger Avenue with her mother and daughter and she opposes the
project. She noted that the Planning Commission voted it down, and she believes the
Council should do the same.

Dean Collins lives at the Finger Farm Hill and he said that flooding does occur at the
Cordilleras Creek and he has stayed up all night long to see the flooding first-hand and
trying to keep the logs straight in the creek to keep it from damming up. He believes there
is a real danger from the flooding and he is skeptical these houses can be built there.

Billy James said he loves Redwood City for one of its guiding principles - building
community. He opposes the private road concept because the guiding principle for
Redwood City is about building community and he believes this is contradicted by the
private streets proposed via this project.

Don Hogue lives at Finger Avenue and said the developer has refused to implement any
major changes regarding the scale of the project. His concerns included the lack of
additional parking, open space, questionable support for the project, erosion from the
creek under the foundation of his property, and his belief that the developer is trying to
rationalize building on the creek because there are older structures already on the creek.
He would like the developer to abandon this plan and create one that is more compatible
with the neighborhood.

JOINT CITY COUNCIL/REDEVELOPMENT AGENCY BOARD
MEETING MINUTES

AUGUST 3, 2009
PAGE 7
