Fred Gaggioli has lived on Finger Avenue for fifteen years and shared his concerns
regarding traffic, parking, and stated his belief that it would be a mistake to approve the
project due to the impacts to the community.

Russell Vavuris, a Redwood City resident, addressed the Council about the need for
housing which will lead to funding for schools, and that he thinks this is a good opportunity
to add nice homes to the street. He supports the development.

Levi Brinkerhoff is a resident of Redwood City and spoke about the width, and the "S"
turns of the creek and his concerns are about flooding and the need to think hard about
any consideration to reduce the setback.

Ferris Lewald lives on Finger Avenue and is opposed and urged the Council to deny the
project. He does not support the project because in his opinion it does not integrate well
into the area.

Carolyn Vece Soto was born and raised in Redwood City, is an interior designer and
recently completed a project with Mr. McGowan. She opined Mr. McGowan pays 360
degree attention to the design, harmony, and integrity of projects. She believes his project
will enhance the neighborhood and is an asset to the city.

Joe Caprioni said he recently bought in the neighborhood and he believes this project
meets and exceeds all other projects in the area and the city and will increase the property
values. He supports this project.

Bill Collins representing the Water Department of the local Sierra Club believes the current
creek setback ordinance is smart, and he sees no reason to waive it, and that it is about
the assurance of safety because the erosion is there, and it is impossible to predict the
future. He urged Council to at least require an EIR and to not rush into approval.

Tom Black said that these houses be helpful for those who need housing and live in the
Silicon Valley. He said he has looked at the plans and recommends that they be
approved. He lives on Stratford Street and invited everyone to its 25th neighborhood block
party on August 29, 2009.

Barbara Patterson referred to a packet she gave to Council on the Cordilleras Creek and
stated that the Corps of Engineers does not permit any more dredging on this creek. She
opined this project lacks integrity because this will impact the riparian area. She does not
feel the Council has the authority to vote on this, opining that there are people on Council
who received money from the developer.

Ruie Tomlin said that her family has been in this area since 1962 and she believes that
this development does not consider bridging the spatial boundaries that would enhance
this community. Her concerns include: preserving the quite setting, preserving the trees,
the diversity and size of the homes, the danger of the creek overflowing and increased
traffic.

Bob Dobel spoke about a project he pursued in San Carlos for seven years. He believes
the City has a responsibility to work with the residents and ask if the developer's work is in

JOINT CITY COUNCIL/REDEVELOPMENT AGENCY BOARD
MEETING MINUTES

AUGUST 3, 2009
PAGE 6
