WORK PLAN <br /> <br />P1vfC's work plan will adhere to BUD's "Guidelines to Preparing a Consolidated Plan Submission for <br />LocalJurisdictions" and is designed roproduce the City's 2010-2015 Consolidated Plan and Annual Plan <br />for Council adoption in early May 2010 and submission to HUD by May 14,2010. PMC will prepare a <br />product that meets all HUD guidelines and incorporates required elements of the . Consolidated Plan <br />ManagemenrProcess (CP.MP) too~ while producing useable and reader-friendly plans. Tasks associated <br />with preparing the Consolidated Plan and associated documents are listed and described below. <br /> <br />CONSOLIDATED PLAN <br /> <br />TASK 1: HOUSING, HOMELESS, AND COMMUNITY DEVELOPMENT NEEDS <br />ASSESSMENT <br /> <br />PMC will use existing quantitative demographic data and information in o.rder roidentify housing and <br />community development needs and formulate Consolidated Plan strategies. PMC will make use of U.S. <br />Census data, the City's Housing Elements and General Plan, and other City documents to provide a base <br />for the Consolidated Plan's Needs Assessment. <br /> <br />The Plan will focus on the needs of speciil needs populations and geographically differential needs <br />across Redwood City. PMC will rely on information contained in special sttldies and reports such as <br />recent applications under the McKioney- Vento Super NOFA, the annual PHA Plan and other <br />applications to state and federalagendes.PMC will also compile and analyze needs data by census tract <br />block group area (or the next lowest available geography). <br /> <br />PMC will conduct an analysis of the City's community development needs, including areas such as <br />economic development, public servlcesand facilities, infrastructure, and accessibility constraints. PMC <br />will consult with City staff to identify. and prioritize specific housing and non-housing community <br />development needs. <br /> <br />The Consolidated Plan will be in a reader-friendly format that provides summary data on community <br />needs and strategies to address those needs. The Plan will meet BUD requirements while remaining an <br />attractive public document. Required HUD tables will be placed in an appendix. The Plan \.vill have <br />needs, strategies, outcomes and objectives that will facilitate future annual Action Plans and CAPERs. <br /> <br />TASK 2: CONSULTATION WITH PUBLIC AND PRIVATE AGENCIES <br /> <br />In order to assess housing and community development needs, PMC will consult with a broad range of <br />public and private agencies that provide assisted housing, health services, lead-based paint sen<1ces, and <br />social senrices, as required by HUD. PMC will use a variety of methods to teach a maximum number of <br />sen<1ce providers, including telephone and online surveys. Information provided by service providers <br />will be included in the Consolidated Plan. <br /> <br />Consultations will be one of the primary means of assessing the housing and community development <br />needs of the City. Consultations will involve in person discussions with stakeholders and service <br />pro\~iders in both group and individual settings. <br /> <br />TASK 3: CITIZEN PARTICIPATION <br /> <br />Community support for the Consolidated Plan is vital, and PMC strongly encourages City residents and <br />stakeholders to provide input during development of the Consolidated Plan. The City of Redwood City <br />has already adopted a Citizen Participation Plan. The Citizen Participation Plan will encourage public <br />comment and participation in the development of the Consolidated Plan and outline items such as <br />amendment criteria, public hearing requirements, and availability of the completed document to the <br /> <br />PMC <br /> <br /> <br />G\VY-I\' <br />
