The rate of charge for each sanitary inspection relating to, and collection from, bin-type containers usable with front-end vehicular loader collection equipment containing refuse mechanically compacted shall be seven dollars and ninety-two cents ($7.92) per cubic yard of refuse, or any fraction thereof. 3. This resolution shall be effective upon its adoption; provided, the provisions hereof shall not be operative until September 1, 1980. * * * -2-
