7.A. - Page 10 of 11 <br />Police Advisory Committee Models <br />City of Hayward: Police Department Community Advisory Panel <br />• Act as a sounding board for the Chief of Police and provide community feedback to the Police <br />Department about: <br />o Community concerns <br />o Crime <br />o Policing practices <br />o Policies <br />o Community policing <br />• Increase public awareness and assist in community education <br />• Increase the department's understanding of the perspectives of community members who have not <br />traditionally been engaged by the department <br />• Advises the Chief of Police about public perception or perceived image of the department <br />• Does not participate in departmental disciplinary actions, legal issues, ongoing criminal or <br />internal investigations, or active critical incidents. Does not make or dictate department policy <br />and is not a policy-making body. <br />• Membership of 9-12 is recommended by City Council; approved by Chief, City Manager and <br />Mayor. Renewable 2 -year terms are limited to 3 terms. Background checks required. <br />• Membership criteria: community members; diversity of protected classes, employment, <br />education, social interests and geographic residency; historical knowledge of the community; <br />commitment of time; and/or commitment to solutions that address concerns about the <br />relationship between the department and community members. <br />• Meets quarterly <br />City of Santa Clara: Chief's Advisory Committee <br />• Advise the Chief of Police on issues, matters and public policies which influence/impact the <br />relationship between the Police Department and the community it serves, such as: <br />o Smoking ordinance <br />o Drone Policy <br />o Crisis Communication Plan <br />o Recreation Vehicle Parking <br />o Mental Health Issues <br />• Increase public awareness on law enforcement matters <br />• Does not have power/authority to investigate, review or otherwise participate in matters involving <br />specific personnel or play a role in civil or criminal litigation <br />• Membership of 15 residents and business owners selected by the department. 2 -year terms may be <br />extended by the Chief. Background checks required. <br />• Membership criteria: diversity of social services, minority, business, labor, community, civic groups; <br />collaborative; conduit for communicating; coalition builder; knowledge of public safety and <br />community policing practices. <br />• Meets quarterly <br />City of Turlock: Community Advisory Board to the Chief of Police <br />• Provide insight, suggestions and generate new ideas to the Chief of Police for consideration <br />• Review crime trends <br />41 <br />
