8.A. - Page 1 of 21 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />\:3aAW <br />DATE: March 8, 2021 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />City Council Referral: Future consideration of hazard pay for grocery workers within the City <br />RECOMMENDATION <br />Discuss whether to direct staff to develop an urgency ordinance for City Council consideration at a future <br />meeting based on an ordinance adopted by the City of South San Francisco requiring hazard pay and other <br />benefits for grocery workers. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Equity <br />BACKGROUND <br />On March 19, 2020, the California State Public Health Officer designated grocery and drug store workers <br />essential workers to ensure the "continuity of functions to public health and safety, as well as economic <br />and national security," and these workers have continued to report to work since the onset of the <br />pandemic, despite the high risk of exposure to Covid-19. It is reported one in five grocery retail workers <br />tests positive for Covid-19, just under half are able to consistently social distance while at work, and three <br />out of four cases of Covid-19 are asymptomatic. <br />At the beginning of the pandemic, many grocery store companies increased compensation for their <br />workers in the form of "hazard/appreciation pay" which is no longer being offered at most companies. <br />There are a number of unanswered questions related to this topic and getting a high-level analysis from <br />the City Attorney and staff based on available information and research would inform the discussion <br />further. <br />Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />43 <br />
