6.A. - Page 1 of 20 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: March 8, 2021 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Agreement for services with Redistricting Partners to provide mapping, demographic analysis, and <br />community engagement support for the City of Redwood City's 2020 Census City Council district <br />redistricting process <br />RECOMMENDATION <br />The City Council Governance Sub -Committee recommends the City Council approve, and authorize the <br />City Manager to execute, a Professional Services Agreement with Redistricting Partners, LLC to provide <br />mapping, demographic analysis, and community engagement support for the City of Redwood City's 2020 <br />Census City Council District Redistricting Process in an amount not to exceed $127,000. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />In the fall of 2018, in preparation for transitioning from an at -large City Council election system to a district <br />based City Council election system, City staff engaged a demographer to assist the City with the election <br />system transition process. The demographer provided community engagement support, offered <br />interactive online tools that allowed individuals to draft their own maps for City Council consideration, <br />facilitated community meetings and Council public hearings, and ensured the final maps considered by <br />the City Council were in compliance with State and Federal laws. <br />In March 2019, the City Council adopted a final District Elections map that was comprised of seven <br />districts. The first City Council election under the new District elections map was held on November 3, <br />2020, and four Council District seats were on the ballot.
