<br />ATTACHMENT 7 <br /> <br />HAZARDOUS WASTE EXCLUSION PLAN <br /> <br />The facility will not intentionally accept or store hazardous wastes, including tires, <br />liquid wastes, sewage sludge, slurries, septic tank pumpings, untreated medical <br />wastes, dead animals, radioactive or special wastes, batteries, oil, paint, <br />compressed gas containers, E-wastes, except for those materials included in <br />approved AUTHORITY collection or drop off programs. To discourage unacceptable <br />loads from entering the facility signs are posted at the Scale House, Self Haul, and <br />Buyback areas which clearly inform drivers of unacceptable waste material types. <br />The hazardous waste random Load Screening Program will help detect and exclude <br />hazardous waste and other unacceptable waste from this facility. <br /> <br />Load Screening Program <br />The facility will have personnel on staff to conduct the incoming load screening <br />program. At a minimum, the facility will conduct two (2) random load checks per day <br />at the transfer station. The load check is where an incoming load will be selected <br />(without prior notice) for spreading on the tipping floor, or some suitable area, so that <br />its contents may be thoroughly visually inspected for hazardous waste, e-wastes, <br />questionable waste, and unacceptable items. <br /> <br />The scale house will display a prominent sign stating what wastes are not <br />acceptable, and that all vehicles are subject to random search. Relevant results of <br />load checking I screening will be documented, kept in a log book, the records will be <br />stored onsite. Copies of the load checking records will be kept onsite for one year, <br />and made available for review by inspectors. <br /> <br />In addition to visual load checking, all loaded vehicles crossing the scale will be <br />scanned for radioactive materials using equipment provided by AUTHORITY. <br />Personnel are trained in the recognition of prohibited wastes and the management <br />and reporting procedure thereof as part of their training for Hazardous Materials <br />Handling Procedures. The hazardous material storage areas are located in the <br />transfer station [specific area to be determined once transfer station improvements <br />are determined]. A description of the on site storage areas and additional details of <br />the facility's Load Check Program are included in the Injury, Illness, and Prevention <br />Program (IIPP). <br /> <br />Handling Hazardous Waste <br />Any hazardous or unacceptable waste that is found in a customer's load is handled <br />in one of three ways: (1) return waste to customer's vehicle, if safe, and let them take <br />it away; (2) if customer has departed but the generator can be immediately <br />determined, the generator will be contacted and advised to make arrangements to <br />pick up the material immediately; or (3) if the generator cannot be determined, then <br />arrangements will be made with a hazardous waste hauler for proper transportation <br />and disposal within 60 days. <br /> <br />Facility Agreement, Attachment 7 <br />Hazardous Waste Exclusion Plan <br />Page 1 of 3 <br />
