6.E. - Page 2 of 73 <br />human capital management system, Oracle, with an anticipated go -live date of July 1, 2021. <br />Accompanying this system is a cashiering software, iPayment, which is expected to go live soon after in <br />October 2021. The City is also exploring the feasibility of collecting some sewer charges on the County of <br />San Mateo tax rolls. <br />Lastly, staff has identified significant operational efficiencies and improved customer experience through <br />the implementation of an add-on portal that allows outside inspectors to directly input annual testing <br />results for backflow prevention devices. These devices prevent contamination and pollution of potable <br />water, and the City tracks over 2,600 throughout the community. The California State Water Resources <br />Control Board Division of Drinking Water (DDW) regulates these devices and requires updated testing <br />data on an annual basis. At this time, inspectors fill -out testing forms and mail or email them, and once <br />received, staff manually input the data into the system. The portal eliminates the staff time required to <br />input this data by hand and allows staff to focus instead on validating the data and to perform other <br />critical duties that protect the City's drinking water from contamination. Additionally, the portal removes <br />the unnecessary delays caused by mailing and manually inputting the data, thereby helping the City meet <br />its annual reporting deadline to the DDW for all devices. <br />TruePoint has consistently displayed their ability to deliver a functional utility billing system for the City, <br />and given this is their proprietary software, staff is confident that TruePoint can continue to provide expert <br />guidance, custom software development, and integration with other software applications in a manner <br />that is most cost-effective and best meets the City's needs. <br />Therefore, staff recommends an amendment to the agreement with TruePoint in order to implement the <br />backflow prevention portal and configure the billing system to determine whether it is capable of <br />collecting some sewer charges on the County of San Mateo tax rolls. This amendment also allows <br />TruePoint to provide any additional software development services that may be identified as necessary <br />to implement current ongoing projects, to considerably improve operations and reduce staff time, to <br />maintain existing functionality with the 16 integrated databases, or to support any future billing -related <br />projects initiated by the City Council. <br />FISCAL IMPACT <br />The proposed amendment adds a total not -to -exceed amount of $111,880 to be spent over the course of <br />the original agreement's five-year term. Of this total amount, $11,880 is anticipated to be allocated this <br />fiscal year for one-time costs, $20,000 is anticipated to be allocated across the five-year term for licensing <br />fees, and the remaining $80,000 is allocated on an as -needed basis across the five-year term for any <br />additional services.
