6.E. - Page 1 of 73 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />\IAW <br />DATE: March 22, 2021 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Amendment No. 1 to Professional Services Agreement with TruePoint Solutions, LLC for utility billing <br />software development services <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 1 to the Professional <br />Services Agreement with TruePoint Solutions, LLC in an amount not to exceed $111,880 for a five-year <br />term, with a total agreement amount not to exceed $766,880. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />On May 6, 2019, the City Council approved an agreement with TruePoint Solutions, LLC (TruePoint) to <br />implement a new utility billing system. This new system, TrueBill, went live September 1, 2020. <br />Specifically, TrueBill manages utility customer and service location information, tracks consumption and <br />services, determines water budgets, and calculates bills for water, sewer, and garbage utilities. Overall, <br />TrueBill provides a more user-friendly and transparent interface that replaces the utility billing functions <br />in the City's legacy system. <br />ANALYSIS <br />Currently, there are several ongoing projects that will impact the utility billing system, requiring either <br />direct integration or reconfiguration.
