6.F. - Page 2 of 131
When researching new equipment, staff continuously seeks ways to embrace new technologies that will
reduce the City's carbon footprint while allowing the City to continue providing high-quality services to
residents. In its research, staff learned there are no electric or alternative fuel -powered vehicles available
in the desired vehicle class that meet the operational demand. The selected vehicle class is determined
based on the need to support a chassis -mounted 10 -ton hydraulic crane.
ANALYSIS
On January 11, 2021, staff issued a Notice Inviting Bids (NIB), published on the City's website and in the
San Mateo Daily Journal. Staff also notified multiple prospective bidders and authorized alternative
equivalents that were presented during the bid period. Staff sent notice of accepting these alternative
equivalents to all prospective bidders known to the City with an addendum also posted to the NIB on
the City's website. There were two bids received by the February 15, 2021 bid submission deadline. The
bids received are summarized below:
Staff recommends awarding the bid to Western Pacific Crane & Equipment, LLC (WPCE) because it is the
lowest responsive and responsible bidder. WPCE also has a local service facility in Tracy, CA, capable of
providing any required services for this equipment that falls outside PWS staff's purview.
FISCAL IMPACT
Funds of $299,337.64 are available in the FY 2020/21 Equipment Replacement Fund. The Fund will
subsequently recover the purchase amount from the user department's operating budget through
vehicle replacement charges in future years.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
173
Western Pacific Crane & Equipment, LLC
$299,337.64
(Hazel Crest, IL)
Altec Industries, Inc.
$306,858
(Birmingham, AL)
Staff recommends awarding the bid to Western Pacific Crane & Equipment, LLC (WPCE) because it is the
lowest responsive and responsible bidder.
