6.B. - Page 4 of 37 <br />Vision Zero Focus Areas and Toolbox <br />Based on the collision factor analysis and community feedback, the consultant and City staff will identify <br />up to 10 Vision Zero focus areas. The focus areas will represent locations with collision factors found to <br />correlate with fatal or severe injury collisions in the city. A toolbox of traffic safety countermeasures will <br />be developed that is tailored to the contexts and collision types observed in Redwood City. Traffic safety <br />countermeasures are infrastructure safety treatments and strategies, chosen based on their proven <br />effectiveness and benefits, to reduce serious injuries and fatalities.' <br />Conceptual Drawings for High-priority Vision Zero Capital Projects <br />Planning level design concepts, which are equal to 10% engineering design, will be developed for the top <br />three Vision Zero focus areas, which will help the City to seek grant funding opportunities for rapid <br />implementation. <br />Low -stress Bike Network <br />A bicycle backbone network is a system of low -stress bicycle routes that provide safe and convenient <br />connections throughout the City. Using the bicycle backbone network proposed in RWCmoves as the <br />starting point, and based on the gap and barrier analysis, community feedback, and the desire to enhance <br />equity by improving access to high-quality transportation options, the consultant will develop a <br />recommended comprehensive network of low -stress bicycle facilities that connect neighborhood <br />destinations, transit, and schools. The recommended network will serve all neighborhoods and will <br />connect to local and citywide destinations. <br />Pedestrian Focus Areas <br />Recommended pedestrian projects in the Citywide Bicycle and Pedestrian Master Plan will stem from the <br />top ten locations that are identified through community outreach and technical analysis. <br />Proiect Prioritization, Cost Estimates. and Implementation Strat <br />Finally, the consultant will prepare a planning -level cost estimate for all projects and programs that are <br />identified in the Vision Zero Action Plan and the Citywide Bicycle and Pedestrian Master Plan. Using the <br />methodology developed for RWCmoves as the base, the bicycle and pedestrian projects will be prioritized <br />in tiers (Tier 1, Tier 2, and Signature Projects) for implementation according to factors such as their cost, <br />size, complexity, community support, closing gap, etc. <br />Equity will play a major role in project prioritization. Under this task, consultant will develop a <br />methodology for accessibility analysis to define how many households can access destinations by walking <br />and biking.
