6.B. - Page 3 of 37 <br />Collision Factor Analysis <br />The consultant will complete a systematic safety assessment using the California Local Roadway Safety <br />Manual (LRSM) and other resources to analyze crash tends and will develop collision profiles and a list of <br />the most effective countermeasures to mitigate these profiles at collision hotspots. <br />Equity Analysis <br />This task includes the completion of a high-level analysis of public health and population characteristics <br />to identify the mobility needs of specific groups such as students and seniors and to evaluate if any <br />geographic area or demographic group is disproportionately affected by public health factors such as air <br />pollution. This work will be coordinated with the citywide review of diversity, equity, and inclusion <br />practices to ensure that they are complementary and consistent. <br />Community Outreach <br />The main goal of community outreach for these two plans is to supplement the findings of the existing <br />conditions analysis from RWCmoves and to develop a more detailed understanding of community needs <br />and priorities for walking and riding bicycles. A key early deliverable from the consultant will be the <br />detailed community outreach plan. Community outreach will take place throughout the plans' <br />development and will be a combination of in-person (to the extent feasible given Covid-19 restrictions), <br />online, mailed and virtual outreach activities and workshops. The first round of outreach will be aligned <br />with data collection and existing conditions assessment tasks to supplement the technical evaluation of <br />current needs. The second round of community outreach will be during the project evaluation and <br />prioritization process to understand the community's priority bicycle, pedestrian, and traffic safety <br />projects. <br />The community outreach materials will be bilingual and will target outreach to disadvantaged <br />communities and schools. The consultant will develop two virtual platforms to receive community <br />feedback: an online survey and a pinnable map where community members can provide location -specific <br />comments. The use of physical mailings may help reach community members who may be <br />underrepresented by virtual outreach efforts. <br />A series of optional outreach tasks are listed in the agreement and could be done by staff or the <br />consultant, subject to City staff workload.
