6.B. - Page 2 of 37 <br />Transportation Priority is to create a Vision Zero Action Plan. Vision Zero is an approach to eliminate all <br />traffic fatalities and severe injuries while increasing safe, healthy, and equitable mobility for all. The goal <br />of the Vision Zero Action Plan is to identify capital projects and educational and enforcement programs <br />that increase safety on high collision corridors, at high collision locations and that address the most <br />common primary collision factors. <br />After receiving input from the Transportation Advisory Committee (TAC) at their June 2020 meeting, staff <br />initiated a procurement process to develop both the Citywide Bicycle and Pedestrian Master Plan and the <br />Vision Zero Action Plan at the same time and under one consultant agreement. Outcomes of the planning <br />process for both plans will be based on analyses of gaps in bicycle and pedestrian facilities and <br />assessments of factors such as traffic safety and collision history. The plans will build on information and <br />data collected for RWCmoves, the 2020 Transportation Monitoring Report, the Slow Streets Program, and <br />the San Mateo Countywide Comprehensive Bicycle and Pedestrian Plan. <br />On December 10, 2020, the City distributed a Request for Proposals (RFP) to develop the Citywide Bicycle <br />and Pedestrian Master Plan and the Vision Zero Action Plan and received two responses to the RFP. The <br />staff review board scored the proposals and identified Fehr & Peers as the top-ranked consultant. City <br />staff negotiated the final scope of work and budget, which is included in Attachment A (Agreement for <br />Services). The development of these two plans supports the City's Transportation Strategic Initiative to <br />create and maintain a multimodal, safe and accessible transportation network. <br />ANALYSIS <br />Below is a high-level summary of the scope of work for the development of these two plans. <br />Bicycle Level of Traffic Stress and Pedestrian Comfort Level Analysis <br />The consultant will identify relationships between the built environment and pedestrian travel patterns. <br />The purpose of this task is to understand the pedestrian comfort level in different areas of Redwood City. <br />Under this task, the consultant will also evaluate factors in the built environment such as sidewalk quality, <br />intersection and crosswalk density, transit stop ridership and level of service, and popular community <br />destinations. <br />A bicycle Level of Traffic Stress (LTS) analysis was recently completed for the 2021 San Mateo Countywide <br />Comprehensive Bicycle and Pedestrian Plan. This analysis will be used for the development of our plans. <br />LTS is affected by factors such as traffic speed, traffic volume, number of lanes, and presence and type of <br />bicycle facilities on a roadway.
