While this platform will serve as a guide <br />to the City Council in adopting positions on legislation, it is important to note that reaffirming the existing <br />platform and approving the proposed changes does not preclude the City from directing the Legislative <br />consultant to engage the State legislature on any issue important to the City that may arise throughout <br />the legislative session. <br />ANALYSIS <br />The initial creation of the platform included an extensive review process with four versions considered by <br />the Governance Sub -Committee prior to adoption by the City Council on April 27, 2020. <br />In November 2020, the City's legislative consultant met with each City department director to assess State <br />and local priorities leading into 2021. In December 2020, RPPG provided the City a comprehensive end - <br />of -year report (attached) which highlighted the State legislative and funding priorities identified by City <br />staff and assessed likely policy directions the State Legislature intended on pursuing in the 2021-22 <br />legislative session. <br />The original framework for the 2021 Legislative Platform was built the City Council's top strategic <br />priorities: <br />• Housing and Homelessness <br />• Transportation <br />• Children and Youth <br />New this year is a priority dedicated to COVID 19 pandemic response and recovery initiatives. <br />The proposed 2021 Legislative Platform was presented to the Governance Sub -Committee (Hale, Howard, <br />Reddy) on February 16, 2021 and the City's legislative consultant and City staff made modifications based <br />on feedback provided by the Sub -Committee. The Governance Sub -Committee provided a final review of <br />the platform and by motion, unanimously voted to recommend the 2021 Legislative Platform as outlined <br />below for full City Council approval. <br />Redwood City Legislative Platform <br />All proposed changes to the Redwood City State Legislative Platform are identified in bolded blue <br />underlined and italicized text. All proposed changes have been reviewed and approved (by motion) by <br />the Redwood City Governance Sub -Committee on February 16, 2021.
