8.A. - Page 6 of 18 <br />The City expects that as it continues to administer the COVID-19 Emergency Assistance and COVID-19 <br />Childcare Provider Assistance programs, staff will find ways to improve the outcomes and efficiencies of <br />the programs. In order to assist as many individuals as possible and in a timely manner, staff recommends <br />that the City Council authorize the City Manager to approve programmatic changes administratively, such <br />as grant maximums and eligibility criteria, in order to be able to quickly respond to the changing needs of <br />the community. <br />Overview of the City's CDBG-CV Planning & Administration <br />The City will allocate 20% ($218,066) of the total CDBG-CV allocation, to the planning and administration <br />of CDBG-CV. Pursuant to FR -6218-N-01: Notice CDBG-CV Federal Register Vol. 85, No. 162, published on <br />August 20, 2020, up to 20% of the total CDBG-CV allocation may be spent on the administration of the <br />grant. The City did not allocate any funds for administration from the first allocation of CDBG-CV funds, <br />which means that City funds were used to support staff time to allocate programs. Staff recommends <br />allocating the full 20% allowed for administration from the second CDBG-CV allocation. This <br />administration allocation will cover costs already incurred for the administration of the first allocation as <br />well as future administration costs. <br />FISCAL IMPACT <br />Adoption of the 2019 Action Plan Second Amendment allows the City to receive and expend $642,288 in <br />CDBG-CV funding to support the City's COVID-19 Emergency Rental Assistance Program, COVID-19 <br />Childcare Provider Assistance Program and the planning and administration of CDBG-CV. There is no fiscal <br />impact to the General Fund. <br />ENVIRONMENTAL REVIEW <br />The proposed activities are categorically excluded under the National Environmental Protection Act <br />(NEPA) because it involves tenant based rental assistance, supportive services and economic development <br />activities under 24 CFR 58.35 and administrative and management activities under 24 CFR 58.34. <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Page 6 of 7 <br />AL . <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />377 <br />
