8.A. - Page 9 of 18 WHEREAS, pursuant to the requirements of Section 104(a) of the Act, Public Comment Period Waiver, and Public Hearing Waiver, the City has followed its Community Participation Plan as part of the process for amending the 2019-2020 Annual Action Plan; and WHEREAS, a 10 -day request for public comments on the draft amendment to the 2019-2020 Annual Action Plan has been published for public comment from March 12, 2021 to March 21, 2021; and WHEREAS, this City Council desires to approve the amendments to the 2019- 2020 Annual Action Plan and authorize the execution of all documents pertaining thereto, including all understandings and assurances connected therewith. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD CITY, AS FOLLOWS: 1. The amendment to the 2019-2020 Annual Action Plan, prepared for submission to the United States Department of Housing and Urban Development for a Community Development Block Grant pursuant to Title I of the Housing and Community Development Act of 1974, and the HOME Investment Partnership Grant pursuant to Title I of the Housing and Community Development Act of 1974, and the Home Investment Partnerships Program contained in Title II of the Cranston -Gonzalez National Affordable Housing Act, is hereby approved. 2. The City Council does hereby certify that the City has followed its adopted Community Participation Plan pursuant to Section 104(a) of the Act, Public Comment Period Waiver, and Public Hearing Waiver. 3. The City Manager or her designee is hereby authorized to execute all related documents, including all understandings and assurances necessary or appropriate in connection therewith, and to provide such additional information as may be required for and on behalf of the City of Redwood City. 4.
