Organizational Changes - Organizational changes, including consolidating <br />definitions, moving sections has occurred to make the zoning ordinance easier to use. <br />General Plan Policies and Implementation Programs <br />The General Plan (GP) Environmental Impact Report (EIR) identified that the impacts of <br />increases in development and population generated by the General Plan would create <br />additional demands on public services, including child care services, where a deficit of <br />appropriate affordable facilities to house additional child care and early education <br />programs already existed (Impact 4.12-3). The General Plan includes policies and <br />implementation programs that would encourage the establishment of child care facilities in <br />close proximity to employment centers to offset the impacts of new development. See cited <br />General Plan goals, policies, and programs below: <br />GP Policy BC -10.2 Integrate the child care needs of those who live and work in the <br />City into the City's planning processes. Locate child care services, where possible, in <br />or near housing, transportation, and employment centers so as to be convenient to <br />residents and workers. <br />GP Policy BE -17.3: Encourage and facilitate the establishment of child-care <br />facilities in proximity to large employment areas such as Downtown, south <br />Broadway, Redwood Shores, the Kaiser and Sequoia Hospital areas, and near <br />high-density residential areas and transit nodes <br />GP Policy BE -34.4: Encourage adequate child care capacity to support the city's <br />local workforce. <br />GP Implementation Program BC -34: Child Care Zoning. Ensure that Zoning <br />Ordinance standards and permitting processes for child care facilities facilitate their <br />provision to appropriate locations throughout Redwood City. <br />• Consider Zoning Ordinance Revisions to support the establishment of large <br />family child care homes and centers through a simplified, streamlined review <br />process. <br />• Consider Zoning Ordinance changes that include performance standards for <br />child care centers located in Commercial Office and Mixed Use zoning districts, <br />and in school, church and other public/quasi-public buildings in residential <br />zones to simplify the approval process for these facilities. <br />• Explore updating the Zoning Ordinance provisions regarding small child care <br />centers (up to 24 children) to be located in all residential zones. <br />Anal <br />The General Plan created policies and implementation programs that speak specifically to <br />the proposed Zoning Ordinance changes including the following: <br />• Allowing large family child care homes by right (Program BC -34), <br />• Remove Use Permit requirement for child care centers in conjunction with churches <br />and schools in low density residential districts (Program BC -34). <br />Page 2 of 4 <br />430 <br />
