Consent Calendar 6.B. Award contract to Fehr & Peers for the Citywide Bicycle and Pedestrian Master Plan and the Vision Zero Action Plan for $180,000. Vision Zero: America's bike/ped mode share is too small to make Vision Zero work around here. This has lead to racial equity problems all over the US. Racial Equity groups and real bicycle advocates have already come out against its built-in racial bias. The VisionZeroNetwork tries to distance itself from its racial problem, but can't: https://visionzeronetwork.oro/acting-for-racial-justice-just-mobility_[ Racial Equity in this case means to stay away from Vision Zero and start embracing "Complete Streets". And this time with more commitment. The city does not need another bicycle or pedestrian plan, the city already has many, many out there: • 1964: San Mateo County Plan for 1990 1971: San Mateo County formed a Bikeways Committee in 1971 to coordinate the development of a countywide bikeways system. 1976: The County adopts a County Bikeways Plan prepared by the Committee • 1986: San Mateo County General Plan - The Department of Environmental Management of San Mateo County asks all Cities to build more bike lanes, because bike lanes are the future. • 1999: San Mateo Countywide Transportation Plan (C/CAG) . 2000: San Mateo County Comprehensive Bicycle Route Plan (CBRP) - The County tells RWC to "Develop and maintain a bicycle transportation system that encourages the use of bicycles as a safe, efficient, and convenient alternative to the automobile." The County especially mentions North-South connector Alameda De Las Pulgas. . 2001: C/CAG adopted the "Countywide Transportation Plan 2010", which asks the Council to "Develop a bikeway system which is fully integrated with other transit modes (i.e. connection to Caltrain, bicycle lockers) • 2008: Redwood City General Plan Transportation and Circulation Technical Report (Fehr & Peers) • 2010: RWC's own plans asks the Council to develop the Hetch Hetchy Right of Way into a recreational bike/ped path. It also recommends real Bike Blvd. on Vera, Myrtle and Brewster and of course bike lanes on Alameda. . 2011: C/CAG publishes the "San Mateo County Comprehensive Bicycle and Pedestrian Plan" (CBPP), which is the San Mateo Bicycle Bible ever since (Alta, Fehr & Peers) • 2013: Peninsula Congestion Relief Alliance annual reports . 2013: Redwood City Climate Action Plan (cancelled prematurely in 2019) says "Complete the bikeways identified for Redwood City in the San Mateo County Comprehensive Bicycle and Pedestrian Plan and increase local bikeways" Also add bike lanes and bike parking. • 2014: C/CAG SRTS 5 -year evaluation . 2016: C/CAG Countywide Transportation Plan tells the Council: "A significant obstacle to bicycle use is that bicycle facilities have been created over time in a somewhat piecemeal and uncoordinated fashion, resulting in gaps and lack of continuity in the bikeway network. • 2017: RWCMoves - with "RWC Moves" the City told itself to finally finish the following bike lane projects: Oak (10), Vera (14), Brewster (15), Alameda de Las Pulgas Bike Lanes on its entire length (17), Myrtle, Bay -to -Sea Trail etc. . 2020: Redwood City Climate Action Plan Update (currently regarded as a failure) says more bike lanes, but city manager doesn't do it. . 2020: SMC Active Transportation Plan (regarded as a failure) says more bike lanes, but city
