From:
To:
GRP -City Council
Cc:
CD -Apollo Rojas
Subject:
Child Care Zoning
Date:
Sunday, March 21, 20217:57:28 PM
CAUTION: This email originated from outside your organization. Exercise caution when
opening attachments or clicking links, especially from unknown senders.
City Council Members
My name is Kevin Louie and I am a property owner in Redwood City. Over the past years I
have received inquiries from Child Care operators to lease my property (when vacant). While
there was sincere interest, I was unable to secure a Child Care operator as a tenant. I believe
the biggest challenge for the operators were the complexities of applying for a Conditional
Use Permit coupled with meeting State and Franchise requirements. From my experience, the
operators had a decent handle on the State requirements but the CUP process was a big
unknown and operators were hesitant to take on that risk and more importantly the time and
money involved. (Timing appeared to be a critical factor; from my understanding, Child Care
operators needed to open at an exact time in the year to coincide with the school year.)
It is my understanding that Council is contemplating changing zoning laws so that certain
properties would allow Child Care as a Permitted Use by right. I believe that this will
immediately lead to increasing the pool of applicants of Child Care operators into Redwood
City.
I am happy to discuss my perspective further if you desire or answer any questions.
Kevin
