6.C. - Page 2 of 22 <br />ANALYSIS <br />Reach Codes are amendments to the California Energy and Green Building Standards Codes to reduce <br />greenhouse gas emissions. Reach Codes establish higher standards for new construction to provide <br />environmental and health benefits to the community. The greenhouse emissions generated from <br />structures in both the residential and nonresidential sectors requires exceeding the energy standards for <br />building construction established in the 2019 California Buildings Standards Code. Redwood City's Climate <br />Action Plan (CAP) establishes the goal of reducing carbon emissions 50 percent below 2005 levels by 2030, <br />an interim step toward the ultimate goal of achieving carbon neutrality well before 2045. <br />In order to achieve and maintain this goal, the City has adopted policies and regulations that reduce the <br />use of fossil fuels that contribute to climate change, such as natural gas in buildings, in new development. <br />As a result of the climatic, geological and topographical elements highlighted in the attached resolution, <br />amendments to the 2019 California Energy and Green Building Standards Code by the City are considered <br />reasonable and necessary. If adopted, staff will provide the resolution to the Building Standards <br />Commission. <br />FISCAL IMPACT <br />Staff does not anticipate a fiscal impact to the City associated with the findings that the adopted Reach <br />Codes is reasonably necessary because of local climatic, geological, topographic or environmental <br />conditions. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />1. Do not approve the resolution adopting findings of necessity and need for amendments and <br />additions to the 2019 California Energy and Green Building Standards Codes. <br />2.
