However, as the ESD operates with the remainder of the City's fleet, contract services for significant repairs and maintenance are utilized to augment City services if they are deemed cost-efficient for operations. ANALYSIS Emergency vehicles are fabricated from customized specifications and are designed and built differently than traditional passenger vehicles. The standard vehicle has a vast market of maintenance and repair options available to consumers. In contrast, the offerings for maintenance and repair of emergency response vehicles is limited, even more so for customized equipment like fire apparatuses. Golden State Emergency Vehicle Services, Inc. (Golden State EVS), a division of Golden State FA, is the only regionally authorized service provider for specialized maintenance and repair of fire apparatuses built by Pierce. Other authorized service providers are located out of state and aren't an economically viable option when the City needs services. Additionally, the Apparatus' warranties require only authorized service providers to conduct maintenance and repair services. As Golden State EVS is the only authorized service provider available in the state, service through Golden State EVS will be required to keep all warranties valid. Per section 2.67.4 (C) of Chapter 2, Article VII in the City's Municipal Code, "Support Services may be obtained by negotiated Contract and without a Competitive Bidding Process, when the City Council determines that, due to the nature of the [] Support Services, [] a Competitive Bidding Process is not likely to serve the best interests of the City or to result in the lowest price." Such motion shall be approved only on the affirmative votes of at least five (5) members of the City Council. Due to the requirement of using authorized service providers to maintain the integrity of any warranties provided with the Apparatus, and Golden State EVS being the only practical service provider available to the City, awarding an agreement for services to Golden State EVS is in the City's best interest. Staff anticipates ongoing specialized maintenance and repair needs to maintain the Apparatus throughout its useful life with estimated service costs incurred up to $50,000 annually. These expenditures are planned for and expected when purchasing equipment of this type and are necessary to ensure reliable usage during regular operations or if emergency repairs are needed.
