<br />G. Uniform Administration Reauirements. <br /> <br />Contractor shall comply with the requirements and standards of the <br />Community Oevelopment Block Grant Program Regulations, OMB <br />Circular A-122 Cost Principles for Non-Profit Organizations, OMB <br />Circular A-110 attachments A, B, C, F, H, N, and 0, and all other <br />federal, state, and local laws, regulations and requirements, as <br />applicable. <br /> <br />H. CDBG PROGRAM Reauirements. <br /> <br />Contractor shall comply with the requirements and standards of the <br />COBG Regulations relating to: income targeting to 500/0 and below <br />median income; affordability term: a minimum term of 55 years for <br />COBG sustainability goals; recorded affordability restrictions at the <br />time of close of escrow which provides for the recapture of COBG <br />funds and first right of refusal in the event of sale prior to the <br />completion of the required affordability period. <br /> <br />Maximum COBG per unit shall not exceed limit established for a <br />three bedroom unit for Section 221 (d)(3) for a three bedroom unit. <br />For COBG eligibility, the dwelling to be used for transitional housing <br />and supportive services to very low income individuals receiving <br />residential and supportive services shall be classified as a Group <br />Home. The maximum monthly housing costs that can be charged by <br />Contractor can be no more than 300/0 of the individual client's gross <br />income and are based on the appropriate Section 8 Existing Fair <br />Market Rent (FMR) for the unit size. <br /> <br />Occupancy for residents from the incorporated limits of the City of <br />Redwood City are set forth in Exhibit A, and are prorated based on <br />the percentage of Redwood City funding in the total acquisition cost <br />as a percentage of the number of transitional beds provided. <br /> <br />7. ASSIGNMENT AND SUBCONTRACT <br /> <br />A. Without the written consent of the City Councilor its representative, <br />this Agreement is not assignable in whole or in part. Any <br />assignment by Contractor without the written consent of the City <br />Councilor his/her representative violates this Agreement and shall <br />automatically terminate this Agreement. <br /> <br />B. The public financing provided herein shall be used solely for the <br />purpose of providing services to very low income individuals in the <br />City of Redwood City and to provide a permanent public facility <br />where services can be provided.
