The purpose of our study is to assist the design team in
evaluating the improvements of the San Carlos Airport levee system to comply with current
FEMA standards. We understand the improvements will be designed to tie into the adjacent
levee systems owned by the City of Redwood City (to the north) and the City of San Carlos (to
the south). We performed a site visit, reviewed existing data for the City of Redwood City levee,
and reviewed historic aerial photographs in preparing this proposal.

Phase 2 of our proposed scope of services presented herein includes existing data review,
laboratory testing, analyses, reporting, and design assistance using samples collected during
planned Phase 1 services. Phase 1 of our proposed scope of service will be presented under
separate proposal and contract, and is planned to comprise the geotechnical exploration phase of
service only.

Our proposed Phase 2 study is to take subsurface information and samples collected from
Phase 1 and perform laboratory testing and analysis. This information will be used to develop
recommendations for use in design of improvement alternatives. We understand several levee
raise alternatives are being considered for the various locations along the existing levee.
Potential levee raise alternatives may include placement of fill, a concrete masonry unit (CMU)
flood wall, geocell units, an inflatable bladder, and vinyl sheet piles.

SCOPE OF SERVICES

Our Phase 2 scope of services will include review of available literature, geologic maps, historic
aerial photographs, and any geotechnical reports pertinent to the site. We will also perform

2010 Crow Canyon Place, Suite 250 · San Ramon, CA 94583 · (925) 866-9000 · Fax (888) 279-2698
www.engeo.com
