Consultant shall identify candidate projects that are within Vision Zero Focus Areas and
address specific transportation safety issues for inclusion in the Vision Zero Action Plan.
Projects shall be developed by pairing suitable countermeasures from the Vision Zero
Toolbox with relevant collision factors identified in the Focus Areas. Projects which
address bicycle and pedestrian safety concerns shall be cross-referenced in the definition
of bicycle and pedestrian projects in Task 9.
Task 6.2. Vision Zero Action Plan Educational and Encouragement Programs
Consultant shall develop a list of educational and encouragement programs which could
be effectively implemented in Redwood City, either by the City itself or other active
community or stakeholder groups. For the existing programs, Consultant shall provide
recommendations of modifications if needed. City will coordinate with Vision Zero Task
Force, Redwood City 2020, and County Public Health Department to evaluate the
effectiveness and cost of each program.
Task 6.3. Transportation Public Safety Programs
Consultant shall identify best practices for public safety programs to be undertaken by the
Police Department or other City groups based on identified collision patterns and primary
collision factors.
City will coordinate with Police Department and Vision Zero Task Force to develop a list
of actionable public safety programs that are aligned with Vision Zero goals.
Task 6.4. Evaluation and Prioritization
Consultant shall assemble the projects identified in Tasks 6.1 as key safety projects into
a list of potential projects. Then scoring criteria shall be used to select the highest priority
projects.
Consultant shall revisit the identified evaluation criteria in RWCmoves. Based on
feedback received from the City and community, Consultant shall score all identified
safety projects using the revised criteria.
Task 6.5. Cost Estimates
Consultant shall develop planning level implementation and maintenance cost estimates
for projects and programs identified for inclusion in the Vision Zero Action Plan. For
educational and encouragement programs, the annual operation cost of the programs
shall be factored in the cost estimates.
Task 6.6.
