Consultant shall develop planning level implementation and maintenance cost estimates for projects and programs identified for inclusion in the Bicycle and Pedestrian Master Plan. For educational and encouragement programs, the annual operation cost of the programs shall be factored in the cost estimates. I a5K U.D. implementation Strategy Consultant shall prepare a Bicycle and Pedestrian Master Plan implementation strategy that categorizes all identified projects and programs into prioritized tiers similar to the methodology that was developed for RWCmoves. The implementation strategy shall reflect: • Prioritized projects and potential challenges or planning needs to support implementation • Funding strategies for project delivery and potential funding sources for projects • Critical considerations to maintaining and operating improvements • Key partners with whom implementation may need to be coordinated DELIVERABLES: • List of bicycle and pedestrian capital projects • List of educational and encouragement programs for inclusion in the final Bicycle and Pedestrian Master Plan • Tabular representation of high-level phasing plan • Scored bicycle and pedestrian projects in tabular or map format • Planning level cost estimates for identified projects and programs • List of implementation strategies Task 1 u- Draft and Final Bicycle and Pedestrian Master Plan Consultant shall prepare the draft Bicycle and Pedestrian Master Plan, incorporating existing conditions evaluations and relevant analysis conducted in Tasks 3-4 and 8-9. The draft plan shall include the final versions of applicable graphics from previous tasks. Technical data shall be included in the appendix as appropriate. An administrative draft will be review by City staff. After receiving a consolidated set of comments from the City, Consultant shall revise the draft report and produce the final Bicycle and Pedestrian Master Plan.
