Task 9.1. Capital Projects List for Bicycle and Pedestrian Master Plan <br />Consultant shall develop the capital projects list that reflect the community input, the <br />active transportation network envisioned through Task 8, as well as bicycle and <br />pedestrian safety projects identified in Task 6. <br />Task 9.2. Bicycle and Pedestrian Educational and Encouragement Programs <br />Consultant shall develop a list of educational and encouragement programs which could <br />be effectively implemented in Redwood City, either by the City itself or other active <br />community or stakeholder groups. If needed, Consultant shall provide recommendations <br />to modify the existing programs to potentially increase the active transportation mode <br />share for users of all ages, abilities, and backgrounds. <br />The recommended programs shall have a proven track record of efficacy in contexts <br />similar to Redwood City and shall include best practices for encouragement, education, <br />and promotion of equitable access. Consultant shall coordinate with City staff to evaluate <br />the effectiveness and cost of each program. <br />Task 9.3. Evaluation and Prioritization <br />Consultant shall assemble projects identified in Tasks 9.1 as key bicycle and pedestrian <br />projects into a list of potential projects. Then apply performance metrics and evaluation <br />criteria to score and prioritize the projects. For the evaluation methodology, Consultant <br />may use the methodology that was established as part of RWCmoves. If needed, <br />Consultant shall revisit the identified criteria based on community feedback and City input <br />and develop updated scores for all identified bicycle and pedestrian projects using the <br />finalized criteria. <br />Consultant shall use an accessibility analysis methodology that evaluates accessibility <br />and connectivity of each project based on how many households can access a set of <br />existing and planned land uses and key destinations using active modes. With this <br />methodology, Consultant shall determine how disadvantaged communities would benefit <br />from specific improvements relative to the general population through layering of <br />socioeconomic and other equity data collected in Task 2. This will help City in future <br />funding requests and grant applications. <br />Task 9.4.
