<br />Wagstaff and Associates <br />City of Redwood City <br />June 26, 2009 <br /> <br />Contract Exhibit "A" <br />New Downtown Precise Plan EIR <br />Page 1-2 <br /> <br />Notice of EIR Completion; attendance at a Planning Commission public hearing to present and <br />receive comments on the new Draft EIR; preparation of a new administrative draft, screen check <br />draft and public release Final EIR (responses to comments) document; preparation of an <br />associated new Notice of Determination and revised Mitigation Monitoring Plan (checklist); <br />preparation of a new Notice of Determination; and attendance at two related Planning <br />Commission and/or City Council public meetings for final action on the new EIR. <br /> <br />Our proposed work scope has been designed to complete a comprehensive DPP EIR revision <br />that: <br /> <br />(1) Is consistent with, and benefits from efficiencies presented by, the anticipated new <br />General Plan EIR (certification expected in October 2009); <br /> <br />(2) Provides a revised project description, incorporating the DPP revisions currently being <br />completed by City staff to achieve consistency with the anticipated new General Plan and <br />respond to the Court, including a more definitive shadow policy, expanded historic resource <br />protection requirements, associated building height and mass articulation control revisions, and <br />other possible revisions; <br /> <br />(3) Provides a revised estimate of the project-facilitated Downtown development <br />increments for residential (units), office (square feet), retail (square feet), lodging (rooms), <br />industrial (square feet) and civic/institutional (square feet) based on the project description <br />changes and new General Plan assumptions; <br /> <br />(4) Revises the 2007 EIR Transportation and Circulation chapter to incorporate an <br />updated transportation setting, impact and mitigation evaluation by Fehr and Peers, <br />transportation consultants for the new General Plan; <br /> <br />(5) Revises the 2007 EIR Air Quality and Noise chapters to incorporate similar updated <br />setting, impact and mitigation evaluations by Illingworth & Rodkin, Inc., air quality and noise <br />consultants for the 2007 DPP EIR and new General Plan program; <br /> <br />(6) Adds a new Climate Change chapter that describes the potential beneficial and adverse <br />impacts of the new DPP on local greenhouse gas (GHG) emissions and global climate change, <br />based in part on CO2 and other GHG equivalent emissions modeling by Illingworth & Rodkin; <br /> <br />(7) Revises the 2007 EIR Cultural and Historic Resources chapter to incorporate the <br />additional Downtown area historic resources survey work performed for the City by Circa <br />subsequent to the previous DPP EIR in order to adequately respond to Court-identified historic <br />resources impact concerns; <br /> <br />(8) Revises the Alternatives to the Proposed Action chapter of the 2007 EIR to include <br />adequate discussion of two additional alternatives--a Reduced Building Height Alternative and <br />an Alternative Site Location--and associated revisions to the chapter conclusions regarding the <br />environmentally superior alternative; and <br /> <br />(9) Revises all other environmental chapters of the 2007 EIR as necessary to address the <br />revised project description and achieve consistency with the anticipated new General Plan EIR. <br /> <br />C:IWDlPROPOSALSI0807lrev-ex-aI0807 rev ex-a. doc <br />
