PROPOSED SCOPE OF SERVICES <br /> <br />The detailed scope of services (tasks and subtasks) proposed by Wagstaff and Associates to <br />complete the new DPP EIR process is described below. <br /> <br />TASK 1. INITIAL SCOPING AND PROJECT DESCRIPTION <br /> <br />1.1 Initial Staff Meetina <br /> <br />Upon City authorization to proceed, an initial staff meeting will be conducted at the City, <br />including responsible City staff, City consulting legal counsel (optional), EIR Principal-in-Charge, <br />and EIR Project Manager to review and refine the new EIR work scope, format, and schedule, <br />and to review any specific additional information needs. <br /> <br />1.2 Proiect Descriotion Uodate <br /> <br />The 2007 EIR project description will be updated as necessary for incorporation into the new <br />NOP and new EIR. For the 2007 EIR, City staff in consultation with the Planning Commission <br />identified a "Maximum Intensity" alternative and a less-intensive "Moderate Intensity" alternative <br />to represent the range of maximum allowable development (M.A.D.) limitation that might <br />ultimately be adopted. The 2007 EIR impact and mitigation findings were based on these two <br />City-identified M.A.D. limitation scenarios. The City has since determined that the "Moderate <br />Intensity" alternative best represents City objectives for the Downtown. Accordingly, the new <br />EIR impact and mitigation findings will specify that the "Moderate Intensity Scenario" is the <br />"project" for the new DPP EIR. <br /> <br />The EIR consultants will request current City-approved versions of the M.A.D. limitation totals <br />for use in preparing the new EIR (staff anticipates that the totals will not change from those <br />presented in the 2007 EIR). <br /> <br />The project description update will also incorporate the revisions currently being completed by <br />City staff to respond to the court and achieve consistency with the anticipated new General <br />Plan, including more definitive shadow policy, expanded historic resource protection <br />requirements, associated building height and mass articulation control revisions, and other <br />revisions. The project description update will quantify the maximum combined amount of <br />additional residential development units, office and retail development floor area, and <br />commercial lodging rooms to be permitted within the Precise Plan area under the "project." <br />Similar to the 2007 EIR, the new EIR project description will include the following, revised as <br />necessary: <br /> <br />· project location, <br /> <br />· basic project goals and objectives, <br /> <br />C:IWDlPROPOSALSIOB07\rev-ex-aIOB07 rev ex-a. doc <br />
