<br />Wagstaff and Associates <br />City of Redwood City <br />June 26, 2009 <br /> <br />Contract Exhibit "A" <br />New Downtown Precise Plan EIR <br />Page 2-5 <br /> <br />- more mitigation detail in order to reduce the perceived degree of mitigation deferral--Le., <br />degree of mitigation detail left for future determination; <br /> <br />- revisions to the mitigation discussion to provide more explanation regarding why and how <br />application of the Secretary of the Interior Standards can constitute adequate mitigation, <br />and how mitigation adequacy is determined through the Secretary of Interior prescribed <br />process; <br /> <br />- additional mitigation detail for identified specific impact potentials (specific locations and <br />buildings), how and what Secretary of Interior standards would be applied in each of these <br />various circumstances, and how proper application of the standard will be ensured and <br />will adequately protect the resource; and <br /> <br />- more definitive description of: (a) the six specific buildings that could potentially be <br />demolished as a result of DPP implementation; (b) the CEQA implications of each such <br />demolition, including the fact that the loss of that historical resource would constitute a <br />significant unavoidable impact under CEQA, requiring a statement of overriding <br />considerations; and (c) a more comprehensive discussion of possible mitigation <br />approaches, with clear explanation that mere documentation and/or placement of a <br />historic marker or plaque would not constitute mitigation to a less-than-significant level <br />under CEQA. <br /> <br />All differences in impact findings between the 2007 EIR and new EIR, and their responsiveness <br />to Court-identified concerns, will be summarized. <br /> <br />2.6 TransDortation and Circulation (Wagstaff and Associates/Fehr and Peers) <br /> <br />Based on a Precise Plan Transportation and Circulation Analysis report to be prepared by Fehr <br />and. Peers (see Attachment 2 hereto--the Fehr & Peers May 18, 2009 proposal), the 2007 EIR <br />Transportation and Circulation chapter will be revised as follows: <br /> <br />· the "Setting" discussion will be updated as necessary to incorporate the latest study <br />intersection turning movement counts and bring the description of "Existing Roadway <br />System Operational Conditions" into consistency with new General Plan and other current <br />transportation network data; <br /> <br />· the description of the "Existing Plus Background Roadway System Operational Conditions <br />will be updated to reflect the current approved but not yet constructed (or occupied) <br />development in the project vicinity and recently approved and funded local roadway <br />improvement projects; <br /> <br />· the description of "Pertinent Plans and Policies" will be updated (by Wagstaff and <br />Associates) to include pertinent transportation and circulation policies from the City's current <br />1990 Strategic General Plan plus pertinent policies from the new Draft General Plan; <br /> <br />· the description of "Impacts and Mitigation Measures" will be revised as necessary to: <br />(a) incorporate the revised Existing Plus Background Roadway System Operational <br />Conditions findings assuming the "Moderate Intensity" buildout scenario; (b) incorporate <br />latest cumulative buildout assumptions; and (c) bring the impact and mitigation findings into <br />consistency with the City's new General Plan transportation background study findings. <br /> <br />C:IWDlPROPOSALSIOB07\rev-ex-aIOB07 rev ex-a. doc <br />
