<br />Wagstaff and Associates <br />City of Redwood City <br />June 26,2009 <br /> <br />Contract Exhibit "A" <br />New Downtown Precise Plan EIR <br />Page 2-4 <br /> <br />(location, times of year, duration) based in part on reference to additional "worst-case" <br />shadow diagrams to be provided by City staff. <br /> <br />2.5 Cultural and Historic Resources (Wagstaff and Associates) <br /> <br />The 2007 EIR Cultural and Historic Resource chapter will be revised as follows: <br /> <br />· the chapter introduction will be revised to include a summary of Court-identified concerns <br />regarding the adequacy of the 2007 EI R evaluation and discussion of historical resources <br />impacts; <br /> <br />· the "Setting" section will be revised to provide an expanded description of existing cultural <br />and historic resource values in the Precise Plan (Downtown) area, incorporating information <br />included in the 2007 EIR plus: <br /> <br />- description of the City's long-standing commitment to historic preservation, CLG status, <br />etc.; <br /> <br />- clarification regarding what constitutes an historic resource under CEQA; <br /> <br />- the results of the additional historic resources work performed by Circa since 2007; <br /> <br />- more information regarding the entire landscape and full scope (context) and pattern of <br />historic resources, as defined by CEQA, in the City and the Downtown, and how these <br />resources have been protected to date (citing specific examples); and <br /> <br />- additional description of the current "levels" of historic resource designation in the project <br />area and associated levels of protection, as defined by the City's historic preservation <br />ordinance. <br /> <br />· the "Impacts and Mitigation" section will be revised to provide: <br /> <br />- a more comprehensive description of how the project (DPP) addresses the need to <br />protect specific downtown historic resources, including added text and illustrative <br />information describing the historic resource-related revisions included in the Draft DPP as <br />part of the City Council's February 2007 approval action; <br /> <br />- additional categorization, listing and mapping to illustrate resources (properties) most <br />likely to be affected and resources (properties) that would not be affected; <br /> <br />- more description of how the potential DPP buildout scenarios may affect the entire <br />landscape and full scope (context) of historic resources in the City and Downtown; <br /> <br />- to the extent feasible, more site-specific historic resource evaluation and mitigation; <br /> <br />- description of potential outcomes and impacts for the highest "level" and most vulnerable <br />buildings, with explanation, to the extent confirmed by the re-evaluation, that the <br />resources (buildings) most likely to be adversely affected are not the highest "level" <br />(unique) landmark structures, but rather are those that have a lower historic value; <br /> <br />C:IWDIPROPOSALSIOB07lrev-ex-a\OB07 rev ex-a. doc <br />
