<br />Wagstaff and Associates <br />City of Redwood City <br />June 26, 2009 <br /> <br />Contract Exhibit "A" <br />New Downtown Precise Plan EIR <br />Page 2-3 <br /> <br />· the "Setting" section will be updated as necessary to incorporate any relevant additional <br />information, including updated land use information from new General Plan background <br />reports, and cumulative development trends in the project vicinity (including an updated list <br />of recently approved and currently pending development projects in Redwood City); <br /> <br />· the "Pertinent Plans and Policies" section will be updated to include relevant land use <br />policies from the City's current 1990 Strategic General Plan as well as those from the <br />anticipated new General Plan; and <br /> <br />· the "Impact and Mitigation Measures" section will be updated as necessary to incorporate <br />any City-identified changes in the "Moderate" intensity buildout totals. <br /> <br />2.3 PODulation and Housina (Wagstaff and Associates) <br /> <br />The 2007 EIR Population and Housing chapter will be revised as follows: <br /> <br />· the "Setting" section will be updated to incorporate the latest local and regional population <br />and housing trends data, based on current new General Plan background reports and the <br />latest forecasts from ABAG Projections 2009 (due out between now and September 2009); <br /> <br />· the "Pertinent Plans and Policies" section will be revised to include pertinent population and <br />housing policies from the City's current 1990 Strategic Plan and 2007 Draft Housing <br />Element Update; and pertinent anticipated new population and housing policies from the <br />anticipated new General Plan; and <br /> <br />· the "Impacts and Mitigation Measures" section will be updated as necessary. <br /> <br />2.4 Aesthetics and Visual Resources <br /> <br />The 2007 EIR Aesthetics and Visual Resources chapter will be revised as follows: <br /> <br />· the chapter introduction will be revised to include a summary of Court-identified concerns <br />regarding the adequacy of the 2007 EI R discussion of shadow impacts; <br /> <br />· the "Setting" section will be revised to: update the description of the various aesthetic <br />factors in the project area; provide an expanded discussion of the existing pattern of <br />building heights within and around the project area edges; and provide a substantially <br />expanded discussion of existing downtown shade and shadow conditions including where, <br />when (times of the year), and how long shadowing occurs; <br /> <br />· the "Pertinent Plans and Policies" section will be revised to include: (a) pertinent aesthetics <br />and visual resources policies from the City's current 1990 Strategic General Plan; and <br />pertinent anticipated aesthetic and visual resources policies from the new Draft General <br />Plan, including any new policies pertaining to building height and shade and shadow; and <br />(b) the latest version of the Redwood City Planning Division Urban Design Guidelines, which <br />were in draft form in 2007; and <br /> <br />· the "Impacts and Mitigations" section will be revised to provide an updated version of the <br />2007 EIR findings, plus a description of the City's latest "administrative" or "adopted" <br />shadow impact criteria; and project-related beneficial and adverse shadow impacts <br /> <br />C:IWDIPROPOSALSIOB07\rev-ex-aIOB07 rev ex-a. doc <br />
