<br />Wagstaff and Associates <br />City of Redwood City <br />June 26, 2009 <br /> <br />Contract Exhibit "A" <br />New Downtown Precise Plan EIR <br />Page 2-7 <br /> <br />available current information and consistent with current available guidance from OPR1 and the <br />California Climate Action Network.2 The chapter will include: <br /> <br />· a "Setting" section describing climate change and greenhouse gas (GHG) emissions <br />terminology; latest CEQA guidance on addressing climate change; and existing climate <br />change conditions and forecasts (global, U.S., California, and Redwood City), including any <br />relevant information developed for the new General Plan; <br /> <br />· a "Pertinent Plans and Policies" section describing state, regional and local plans, policies <br />and programs pertinent to climate change, including: <br /> <br />- Governor's Executive Order S-3-05 (2005), AS 32 (2006), SB 97 (2007), and the latest <br />CEQA Technical Advisory on Climate Change (2008); <br /> <br />- pertinent goals, policies and programs identified in the City's current 1990 Strategic <br />General Plan and anticipated new General Plan; and <br /> <br />- any other pertinent City-adopted resolutions, Climate Action Plan, cooperative <br />arrangements (ICLEI) etc; and <br /> <br />· as "Impacts and Mitigation Measures" section identifying the latest "common practice" <br />significance criteria for climate change (any City-approved criteria formulated for the new <br />General Plan EIR will be applied here), and describing the potential climate change (GHG <br />emissions) impacts of the project and project-related "Moderate" intensity growth scenario <br />based on GHG emissions modeling (URBEMIS) performed for the project by Illingworth & <br />Rodkin, and assuming implementation of any DPP climate change mitigation policies. <br /> <br />2.11 Hazards and Hazardous Materials (Wagstaff and Associates) <br /> <br />The 2007 EI R Hazards and Hazardous Materials chapter will be revised as follows: <br /> <br />· the "Setting" section will be updated as necessary to be consistent with related new General <br />Plan background data; <br /> <br />· the "Pertinent Plans and Policies" section will be revised to include a listing of pertinent <br />policies pertaining to hazards and hazardous materials from both the City's 1990 Strategic <br />General Plan and the anticipated new General Plan; and <br /> <br />· the "Impacts and Mitigation Measures" section will be updated as necessary to be consistent <br />with the anticipated new General Plan Draft EIR. <br /> <br />2.12 Bioloaical Resources (Wagstaff and Associates) <br /> <br />The 2007 EIR Biological Resources chapter will be revised as follows: <br /> <br />1 Latest OPR Technical Advisory on CEQA and Climate Change, currently June 19, 2008. <br /> <br />21nstitute for Local Government, California Climate Change Action Network Best Practices Framework <br />Version 5.0; May 9, 2008. <br /> <br />C:IWDlPROPOSALSIOB07\rev-ex-aIOB07 rev ex-a. doc <br />
