<br />Second vote: Dixie Bailey (Ira, Bain); Harold Draeger (Pierce, Aguirre); Barbara Valley <br />(Foust, Howard, Hartnett) - no applicant obtained four votes <br />Third vote: Dixie Bailey (Bain); Barbara Valley (Howard, Foust); Harold Draeger (Hartnett, <br />Ira, Pierce and Aguirre) <br />The appointee to the Housing and Human Concerns Committee was Harold Draeger. <br /> <br />Mayor Foust explained that the multiple votes were indicative of the caliber of the <br />applicants. Council made comments regarding the fact that all applicants were extremely <br />qualified. The Mayor thanked all those who had shown an interest in serving their <br />community. <br /> <br />B. Saltworks development proposal. <br /> <br />Recommendation: <br />1. Authorize by resolution the initiation of the process for evaluating a potential <br />General Plan Amendment for the Cargill properties and provide staff with <br />direction to study the Saltworks development proposal <br /> <br />RESOLUTION NO. 14958 OF INTENTION OF THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY INITIATING AN AMENDMENT TO THE STRATEGIC <br />GENERAL PLAN OF THE CITY OF REDWOOD CITY REQUESTING THAT CITY <br />STAFF REVIEW AND RECOMMEND AN APPROPRIATE GENERAL PLAN LAND <br />USE DESIGNATION FOR THE SALTWORKS PROPOSAL <br /> <br />2. Approve by motion a legal services reimbursement agreement between the City <br />of Redwood City and the applicant, Redwood City Industrial Saltworks, L.L.C., <br />and that the Jarvis Fay et allaw firm be retained for both assignments. <br />Minute Order 09-177 <br /> <br />Mayor Foust made opening remarks regarding what is before Council. She explained that <br />the only question before the Council tonight is whether Council wants to direct staff to <br />conduct an in-depth study of the development proposal and this only represents a first <br />step in the process. Mayor Foust asked for respect and civility. <br /> <br />Blake Lyon, Senior Planner gave a brief report and explained that the question is whether <br />or not to initiate a process for evaluating the development proposal and if so to engage in <br />a services agreement. He announced the city's website where the entire proposal is <br />available for review www.redwoodcitv/saltworks.ora.Mr. Lyon was asked to explain the <br />California Environmental Quality Act and what it means. He also covered the next steps <br />should Council find it agreeable to act on the matter tonight. <br /> <br />John Bruno with DMB Redwood City Saltworks expressed his appreciation to staff for the <br />work they have done. He also thanked residents who are in support of the 50-50 <br />balanced plan and he asked Council to give serious consideration of the plan application <br />before them tonight. <br /> <br />Ginny Hughes said she is speaking on behalf of her husband as well and some other <br />seniors who live at Casa De Redwood and they support a study of the 50-50 plan. <br /> <br />REGULAR CITY COUNCIL MEETING <br />MINUTES <br /> <br />AUGUST 10, 2009 <br />PAGE 5 <br />
