Greg Greenway, representing the Seaport Industrial Association, said that within the
business community there is strong support to move this forward because of the need for
housing in the city. As the Executive Director of Seaport Industrial Association, he said
they support this "community conversation". He shared some reservations with the current
proposal and land use compatibility. He said they have put those concerns into a letter to
the city. He hopes that staff will consider twelve performance standards as part of the
evaluation and EIR (Environmental Impact Report).

Clem Molony, Secretary of the Seaport Industrial Association, clarified that his Board
decided not to take a position on the proposal. He said the proposal has one serious
compatibility flaw with existing industrial uses being only 300-feet from the proposed site.
He opined there is a need for a buffer between incompatible uses because of noise and
light issues.

Mike Jacob, Vice President of Pacific Merchant Shipping Association, opposes the
development proposal, because in his view the proposed uses are incompatible. He
opined these will threaten the Port's long-term viability in terms of less profit, investment,
and environmental stewardship.

Mayor Foust said that all letters and emails submitted will be become part of the public
record.

Dan Cruey, President of SAMCEDA (San Mateo Economic Development Association),
spoke of their support for this plan. He believes housing is needed, and in these tough
economic times, there should be more projects like this. He supports studying this plan.

Matt Leddy, a resident and member of Friends of Redwood City, with time ceded from
Michelle Reilly, acknowledged the residents and non-residents for their presence at the
meeting in support of the San Francisco Bay. He provided a historical perspective, with
aerial pictures of the site, and he does not believe the SO/50 plan is a done deal
(presentation on file). He said it is time to slow down and look at the site carefully.

Mariana Raymond, a member of the Friends of Redwood City, also spoke about the
migratory birds that live there and she showed a letter that she said was sent to Mayor
Foust by the PRBO Conservation Science on July 2, 2009. She showed information
documenting threats to migratory birds including protected species such as the snowy
plover and how this proposed development is not compatible with wildlife (presentation on
file).

G.J. Scope spoke about documents on file regarding the General Plan land use map,
Cargill's space, open space, the Williamson Act, and how the contract was never
terminated or canceled (presentation on file).

Lynn Trujillo, a resident of Redwood City and member of the Friends of Redwood City,
said that Cargill has benefitted greatly from the current use in property tax savings. She
asked Council to deny this proposal and suggested the site be restored as a public
resource for global climate change, and for the health of the bay. She said Cargill should
delay consideration of its request until the Williamson Act contract is closer to expiration
so as to better evaluate the needs of the proposal at that time. She said the site is located

REGULAR CITY COUNCIL MEETING
MINUTES

AUGUST 10, 2009
PAGE 6
