<br />Attachment 2 <br /> <br />8A <br />Page 26 <br /> <br />City of Redwood City <br />FY 2009-2010 Budget Amendments - September 2009 <br />Detail of Recommended Proerammatic Chanees <br /> <br />GENERAL FUND <br /> <br />Public Works Services <br /> <br />Employee Costs <br />Supplies and Services <br />Internal Services <br />Capital Allocations <br /> <br />(181,593) <br /> <br />(19,120) <br /> <br />Total: (200,713) <br /> <br />Percentage of Reductions: -4.3% <br /> <br />Employee Reductions in FTE <br />Vacant 0.00 <br />Filled 2.00 <br />Total 2.00 <br /> <br />Description of Proposed Reduction <br />The department's reductions include eliminating two Public Works Supervisors (one from the Right of <br />Way Division and the other from the Wastewater Division), reclassifying one Secretary to an <br />Administrative Clerk III, and eliminating an Aerial Truck from the Right of Way Division's Traffic Control <br />Maintenance Section. <br /> <br />Service Level Impacts <br />There are currently two supervisors in the Right of Way Division. One oversees the Electrical <br />Maintenance Section, Street Tree Maintenance Section, and Sidewalk Repair Section. The other <br />supervisor oversees the Streets and Parking Lots Section, Paint & Sign Section, and the Sheriffs Work <br />Program. It is the supervisor position over the Electrical Maintenance Section, Street Tree <br />Maintenance Section, and Sidewalk Repair Section proposed to be eliminated. With the past <br />reductions in staffing levels in the Right of Way Division, the elimination of the Public Works Supervisor <br />will lead to an increased workload for the remaining Public Works Supervisor. The remaining Public <br />Works Supervisor will now supervise all maintenance sections in the Right of Way Division as well as <br />the electrical maintenance contract, and all Right of Way programs including the Sheriff's Work <br />Program, Pride & Beautification clean up events, and interact with the people responsible for the <br />Redwood Shores Annual Levee Cleanup Day. The increased workload may result in: less field <br />supervision and evaluation of crews; delay in response to customer service requests; having a <br />supervisor with less than a desirable amount of knowledge of the operations of the sections for which <br />they are responsible; and longer turnaround times for reporting and documentation of work. <br /> <br />There are currently two supervisors in the Wastewater Division. One oversees the combined Storm <br />Drain Maintenance and Street Cleaning Section. The other supervisor oversees the Sanitary Sewer <br />Maintenance Section. It is the supervisor position over the Storm Drain Maintenance and Street <br />Cleaning Sections proposed to be eliminated. With increases in reporting requirements for Storm <br />Drains, Street Cleaning, and Sanitary Sewer Overflows, the elimination of this Public Works Supervisor <br />will lead to an increased workload for the remaining Public Works Supervisor.
