Attachment 2

8A
Page 27

City of Redwood City
FY 2009-2010 Budget Amendments - September 2009
Detail of Recommended ProRrammatic Chane:es

GENERAL FUND

Works Supervisor will now supervise all wastewater maintenance division field operations, including:
the storm drains collection system; the sanitary sewer collection system; the Redwood Shores lagoon,
creeks & channels; 22 storm pump stations; 31 sewer lift stations; and street cleaning. The Public
Works Supervisor must prepare and maintain all documentation and complete all reports for
regulatory compliance (including the mandatory 2-hour sanitary sewer overflow notification to the
State). The supervisor must become knowledgeable about storm drain system responsibilities and
requirements. The increased workload may result in less field supervision and evaluation of crews,
delayed response to customer service requests, and responsibility to learn about the new section and
its increasing regulatory compliance requirements (which carry mandatory reporting and
documentation deadlines), and longer turnaround time for reporting of work, which could expose the
City to fines by regulators.

The reclassification of the Secretary position to Administrative Clerk III in the Right of Way Division will
not have any significant impacts. The Secretary and Administrative Clerk III positions are similar in
function and the Administrative Clerk III will continue to support the Right of Way Public Works
Superintendent, field/log customer requests, and process invoices.

The elimination of the Aerial Truck from the Right of Way Division's Traffic Control Maintenance
Section will not cause any significant impacts. Since Public Works Services plans to contract with an
electrical vendor to provide all traffic signal, street light, and lighting maintenance, the Traffic Control
Maintenance Section does not need the Aerial Truck. The electrical vendor hired through a
competitive bid process shall provide all required equipment (including an Aerial Truck).

17
