This vote <br />followed the adoption of the budget in late July that included an unallocated $1.2 billion cut to the <br />California Department of Corrections and Rehabilitation (CDCR) and an agreement to specify <br />how to implement that cut before the end of session in September. The reforms also attempt to <br />respond to an order issued by a federal three-judge panel on Aug. 4 to reduce the state prison <br />population by about 40,000 Inmates. For more, see Page 2. <br /> <br />.................................... <br /> <br />DOF RELEASES LIST OF 51 SUSPENDED STATE MANDATES <br /> <br />The Department of Finance (DOF) provided the League on Monday, Aug. 18, with a list of 51 <br />state mandates that have been suspended for FY 2009-10 through the recent state budget <br />agreement. A copy of this letter with a list of suspended mandates has been posted on the <br />League's Web site. www.cacities.ora/resource files/28258.LeaaueOfCaCitiesDOF .cdf <br />For more, see Page 4. <br /> <br />.................................... <br /> <br />LEGISLATIVE WATER PACKAGE DETAILS <br /> <br />With the release last week of a package of bills by Senate and Assembly Democrats intended to <br />deal with Delta restoration, water conservation and water use, water issues will be dominating the <br />end of the legislative session. The bills. in pre-print form, would require development of a Delta <br />Plan, create a new Delta governance structure. require a 20 percent reduction in statewide urban <br />per capita water use by 2020 and establish new water use reporting requirements. The measures <br />also include provisions related to funding, implementation of the Bay-Delta Conservation Plan <br />and in-stream flows. For more, see Page 4. <br />
