The first reporting period starts Oct. 1 and the first quarterly reporting <br />deadline is Oct. 10. Prerequisites for recipient registration include obtaining a DUNS number from <br />Dun & Bradstreet and registering with Central Contractor Registration (CCR). <br /> <br />State Energy Program (SEP) May Also Fund Municipal Programs. While cities have been <br />focused on developing programs eligible for ARRA funding under the Energy Efficiency <br />Community Block Grant (EECBG) program, the California Energy Commission (CEC) has also <br />been working on guidelines to spend California's $226 million share of ARRA funding for SEP. <br /> <br />City officials will be interested to note the CEC's SEP plan includes various programs where cities <br />may be able to implement local energy saving programs with the help of the SEP funding. For <br />example, municipal financing programs for energy efficiency, authorized under AB 811. This <br />legislation allows cities and to create a municipal financing program in which property owners <br />may enter into contractual assessments to finance the installation of energy efficiency or other <br />energy improvements that are permanently fixed to residential (including multi-family) <br />commercial, industrial or other real property. <br /> <br />State law authorizes the CEC to use these SEP funds for energy efficiency, energy conservation, <br />renewable energy, and other energy-related projects and activities authorized by ARRA. The <br />CEC will use the SEP funds to implement various energy-related programs, including programs <br />that implement building and Industrial energy efficiency, establish and expand financial incentives <br />or loans for energy efficiency, expand renewable energy and renewable energy programs, <br />expand renewable distributed generation, promote regional cooperation, facilitate the sharing of <br />best energy practices, and increase coordination with utilities, including promulgation of <br />measurement and verification methodologies. <br /> <br />The CEC will consider adopting the SEP guidelines during its special business meeting in <br />Sacramento on Sept. 30. <br /> <br />This meeting will be available via Web Ex. Information about the WebEx meeting will be posted on <br />the CEC Web site approximately two weeks prior to the business meeting. The Committee version of the guidelines is available <br />for review at www.enerav.ca.aov/stimulus/documents. <br /> <br />U.S. Environmental Protection Agency (EPA) Issues Additional Guidance to Aid Section <br />1512 Reporting. The EPA has developed additional guidance to help cities that have received <br />ARRA grants for environmental programs. The EPA's "Issues Supplemental Guidance on <br />Measuring and Reporting Job Estimates" will provide guidance to help these cities meet the <br />October reporting responsibilities required under Section 1512 of ARRA' <br /> <br />The report Includes EPA contact Information for ARRA funding recipients seeking EPA <br />concurrence on the use of a statistical estimate and a proposed methodology. All requests must <br />be submitted to the EPA online by Sept. 10 at www.eoa.aov/recovervlsuoolement.html. <br /> <br />Green Jobs: California Clean Energy Workforce Training Program. The CEC, the California <br />Employment Development Department, the Employment Training Panel, and the California <br />Workforce Investment Board, In collaboration with The Green Collar Jobs Council, are leading a <br />statewide partnership of state agencies. educational institutions, local workforce investment <br />boards, community organizations and employers to deliver 21st century training programs for <br />workers with all levels of experience. <br /> <br />Almost $70 million will be invested in the Clean Energy Workforce Training Program to create a <br />skilled workforce capable of filling the jobs necessary to promote renewable energy development, <br />climate change strategies, vehicle fuel technology and green buildings. <br /> <br />The program Is likely to be the nation1s largest green job workforce development program. This <br />collaborative effort combines funding from the ARRA for the State Energy Program (SEP), the <br />Alternative and Renewable Fuel and Vehicle Technology Program established by AS 118 <br />(Nuiiez, Chapter 750, Statutes of 2007), Workforce Investment Act Governor's Discretionary <br />funds, and private and local funds.
