Executive Dlrectc>.r <br /> <br />September 14, 2009 <br /> <br />SUBJECT <br />Keyser Marston Associates Consultant Services Agreement Amendment No.4. <br /> <br />RECOMMENDATION <br />Approve, by motion, Amendment No. 4 to the Agreement with Keyser Marston <br />Associates (KMA) for professional consulting services to assist the Redevelopment <br />Agency (Agency) in planning, financial analysis and negotiations for various projects in <br />the redevelopment area with an additional authorization not to exceed $60,000. <br /> <br />BACKGROUND <br />The Agency requires professional consulting services for development projects in the <br />redevelopment area. KMA is a highly skilled and qualified firm providing services in real <br />estate, economics and redevelopment. The firm has successfully advised the Agency <br />for almost twenty years and is very familiar with the local economy and environment. <br />Tim Kelly and Debbie Kern have been the Principals assigned to Redwood City's <br />projects during this period, with Ms. Kern providing specialized services as needed in <br />the area of housing. <br /> <br />KMA has assisted staff with all the major projects implemented by the Agency, <br />including: <br />. Sequoia Station <br />. Wyndham Place <br />. City Center Plaza <br />. Downtown Cinema Project <br />. Villa Montgomery Project <br />. Habitat Project on Lincoln <br />. Five-year implementation plans and updates <br />. Inclusionary Housing Policies <br />. Heller St. Property Acquisition <br />. Cedar St. Apartments <br />. 885 Woodside Affordability Analysis (for 6 units) <br /> <br />In general, the firm provides disposition and financial consulting services. Specifically, <br />these services may include: <br />. advice with respect to marketing, financial, land assembly and land disposition <br />issues; <br />. participation in formal and informal discussions and presentations with potential <br />developers and community officials; <br />. evaluation of economic feasibility studies prepared by others; <br />. preparation of economic feasibility studies and highest and best use analyses; <br />. financial testing of land use and development concepts; <br />. advice on alternative financing options for public/private partnerships; <br />. identification of options for land disposition business terms; <br />
