<br />REPORT <br /> <br />6.1H <br />age 1 <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />September 14, 2009 <br /> <br />SUBJECT <br />Professional services agreement for initial review and analysis of the "Saltworks 50/50 <br />Balanced Plan" entitlement application dated May, 2009 <br /> <br />RECOMMENDATION <br />By motion: <br />1. Approve the professional services agreement with Hart Howerton, Ltd. for initial <br />review and analysis of the "Saltworks 50/50 Balanced Plan" entitlement <br />application in an amount not to exceed $334,264.00, and authorize the City <br />Manager to execute the agreement. <br />2. Authorize the City Manager to amend the scope of the professional services <br />agreement with Hart Howerton, Ltd. as necessary, including the addition, <br />reduction, or elimination of sub-consultants and/or their specific scope of work, <br />up to a not-to-exceed amount of $450,000.00. <br />3. Direct the City Manager to return to the Council within six weeks with a <br />reimbursement agreement between the City of Redwood City and the applicant, <br />Redwood City Industrial Saltworks, LLC., to fully cover all costs associated with <br />the Hart Howerton professional services ag reement. <br /> <br />BACKGROUND <br />On August 10, 2009, the City Council determined that it is in the public interest to initiate <br />the process for evaluating a potential General Plan Amendment by reviewing the <br />Saltworks development proposal as submitted on May 19, 2009. As previously <br />discussed, the City's evaluation process will require retaining a range of specialized <br />consultants, which will include, but not be limited to, the fields of legal, environmental. <br />land use planning, water supply, transportation, and specialized technical topics. As an <br />initial step, on August 10, 2009, the City Council approved the legal services <br />reimbursement agreement for hiring the law firm Jarvis, Fay, Doporto & Gibson. The <br />subsequent step in this process is to retain a consulting firm that can assist staff with <br />the evaluation of key issues such as water supply, transportation, and jurisdictional <br />overlays. <br /> <br />The intent of the City's initial review process is to address the following three goals: <br /> <br />1. Determine if the plan application is adequate for the sake of continued review. <br />If inadequate, then determine what information is required for an adequate <br />application. <br /> <br />2. Identify and verify assumptions within the application, assess their validity, <br />and identify any other issues or concerns that might be associated with those <br />assumptions. <br /> <br />3. Establish a reliable and useful system for keeping policy makers, the public, <br />and the applicant informed about the initial application review process. <br />
