<br />6.1H <br />HART HOWERTON Page 2 <br />Given the scale and complexity of the proposed development, staff set out to identify a <br />premier planning and design firm, with extensive professional experience in both the <br />public and private sectors. To that end, the City Manager is recommending Hart <br />Howerton, Ltd. of San Francisco for the lead consulting role in the initial review and <br />analysis of the "Saltworks 50150 Balanced Plan" entitlement application. The selection <br />of Hart Howerton is consistent with the City's aforementioned project review goals and <br />the general interest of the community to conduct a thorough and in-depth analysis of the <br />development proposal. <br /> <br />In the interest of full disclosure, it should be noted that the Saltworks developer, OMS <br />was a Hart Howerton client in the past on a project in Arizona, served by the Hart <br />Howerton New York office. The firm's San Francisco office and two key principals will <br />be accountable to the City staff for the Saltworks review process, and none of the Hart <br />Howerton staff who will be involved in the contract with the City have been involved with <br />OMS in the past. Hart Howerton is not currently working for OMS. <br /> <br />The City Manager is confident that this past relationship will have no effect on Hart <br />Howerton's ability to perform work for - and represent the interests of - Redwood City. <br />(See attached Hart Howerton firm profile and resumes of assigned principals) <br /> <br />NEXT STEPS <br />Should the Council approve the Agreement with Hart Howerton, staff will immediately <br />initiate the "Tier One" review as described in the Agreement's Exhibit uA" - Scope of <br />services. (See attached project "organization diagram") <br /> <br />Other aspects of the development application, such as environmental assessment, <br />exploration of alternatives, zoning map, preparation of a specific plan, development <br />agreement, etc. will be addressed in subsequent phases, and only after Tier One review <br />has determined adequacy. If the review process continues to move ahead, staff intends <br />to establish four primary consulting contracts to augment the staff throughout the <br />duration of the review: <br /> <br />1. Outside special legal counsel, via the City Attorney's office (Council approved an <br />agreement August 10, 2009). <br />2. Initial review and analysis of the "Saltworks 50150 Balanced Plan" entitlement <br />application, with continuing professional support services as subsequently <br />determined necessary by the City (Hart Howerton, Ltd.). <br />3. Public Information and outreach (Contingent on application adequacy, current <br />retainer for City's consultant, Data Instincts, will be amended by Council by the <br />end of 2009, to establish and conduct the City outreach plan beginning in 2010). <br />4. Environmental Impact Report preparation pursuant to the California <br />Environmental Quality Act (City will conduct a request for proposals (RFP) <br />process, schedule to be determined) <br /> <br />Should all of the services listed above be required by the City to perform a complete <br />review process, the City Council will be asked to approve reimbursement agreements <br />for each consultant agreement, between the City of Redwood City and the applicant, <br />Redwood City Industrial Sa Itworks, LLC., to fully cover all associated costs incurred by <br />the City. <br />
