EXHIBIT "A" <br />SCOPE OF SERVICES AND FEE <br />For Redwood City, CA <br />Jurisdictional Annex to the San Mateo County Hazard Mitigation Plan -Update <br />Tetra Tech, Inc. (CONSULTANT) will provide support and planning services to Redwood City, <br />CA (CITY) to in the development of a jurisdictional annex to the San Mateo County Hazard <br />Mitigation Plan -update (Plan). The work tasks identified in this scope of work are to be completed <br />between February 15, 2021 and September 30, 2021, pending extensions authorized by the City. <br />Technical consulting services included in the scope of work below are intended to provide <br />assistance to the CITY in the development of a jurisdictional annex to the San Mateo Hazard <br />Mitigation Plan and ensure that the end product is a California Office of Emergency Services (Cal <br />OES) and Federal Emergency Management Agency (FEMA) approved plan. <br />All elements of the following scope of work are based upon the creation of a function annex to the <br />San Mateo County Hazard Mitigation Plan. Redwood City is a planning partner in the update of <br />the San Mateo County Regional Hazard Mitigation Plan and has fully committed to meeting the <br />planning partner expectations for that process with the submittal of its "letter of intent to <br />participate" submitted to San Mateo County on December 7, 2015. The planning process and body <br />of the San Mateo County plan (volume 1) will become functional components of the CITY's plan <br />upon completion. The following scope of work will only address those elements that <br />CONSULTANT will perform above and beyond those elements CONSULTANT is performing <br />under its contract with San Mateo County (COUNTY). The estimated hours to complete each task <br />below are reflected on the attached "Estimate of Professional Services" document. <br />SCOPE AND DELIVERY OF WORK: The work to be completed and provided by the <br />CONSULTANT is described in the following paragraphs. Deliverables must be presented to and <br />approved by the CITY Project Manager and Steering Committee (see Phase 1 below). The <br />following phases will be completed by the CONSULTANT, in conjunction with the planning <br />partners and Steering Committee: <br />Phase 1: ORGANIZE AND REVIEW <br />Under this phase, the CONSULTANT will facilitate the plan update process. This will include <br />organization and facilitation of a multi -stakeholder Steering Committee that will oversee the San <br />Mateo County Plan update. Redwood City has appointed a staff member to participate on this <br />committee as a planning partner. The tasks to be completed under this phase and the specified <br />deliverables are described as follows: <br />Task IA- Organize Steering Committee: Under this task, CONSULTANT, with guidance from <br />the County's Project Manager, will approach/contact candidates to participate on the Steering <br />Committee. These candidates will include planning partners, residents, state agencies, academia, <br />tribes, and other stakeholders within the planning area. <br />The Steering Committee will be responsible for making key decisions such as reviewing the plan, <br />determining plan goals and objectives, establishing outreach strategies and acting as spokespersons <br />for the planning effort based on planning team findings and recommendations.
