Recommendation: <br />The City Council Governance Subcommittee (Hale, Howard, Reddy) <br />recommends adoption, by motion, of the 2021 Redwood City legislative <br />platform, as amended. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />6.H. Waive second reading and adopt Zoning Ordinance amendments (Articles 31, <br />33, 36, 37, 45, 48) to change the Accessory Dwelling Unit (ADU) requirements <br />(602) ZONING ORDINANCE (529) 1130-383 <br />Recommendation: <br />Waive the second reading and adopt Zoning Ordinance amendments to <br />establish regulations to comply with State law, and to address permitted ADU <br />types, side and rear setbacks, floor area, lot coverage, a maximum 20 -foot <br />height for detached ADUs and attached ADUs within the rear setback area, <br />short-term rentals, and make miscellaneous amendments. <br />CEQA: <br />The adoption of an ordinance to implement State law pertaining to ADUs <br />(Government Code section 65852.2) is a statutory exemption from the <br />California Environmental Quality Act (CEQA) pursuant to Public Resources Code <br />section 21080.17. Implementation of local requirements is not considered a <br />project under CEQA Guidelines Section 15378. The implementation of both <br />height -related standards and additional regulations related to short-term <br />rentals (generally prohibiting), and ordinance effectiveness would be covered <br />under the "common sense exemption" (CEQA Guidelines Section 15061(b)(3)). <br />6.1.
