By motion, use the current BCC applicant pool to fill any additional vacancies <br />on Library Board and Parks, Recreation and Community Services Commission <br />through January 31, 2022. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />By roll call vote, Desiree Bartley (Espinoza-Garnica, Gee, Reddy, Smith, Hale, <br />Howard), and Heather Liu (Aguirre, Espinoza-Garnica, Gee, Smith) were <br />appointed for a partial term seat on the Library Board that will expire on June <br />30, 2022. <br />By roll call vote, Charlene "Tinka" Blackmond was unanimously appointed for <br />a partial term seat on the Parks, Recreation and Community Services <br />Commission that will expire on May 31, 2022. <br />Motion and second, Reddy and Espinoza-Garnica to use the current BCC <br />applicant pool to fill any additional vacancies on Library Board and Parks, <br />Recreation and Community Services Commission through January 31, 2022. <br />8. PUBLIC HEARING <br />B.A. Amendments to the fiscal year 2019-2020 Annual Action Plan for the <br />Community Development Block Grant (CDBG) Program in order to respond to <br />the COVID-19 pandemic (454) MO 21-049 and RES (0011) 15942 <br />Housing Leadership Manager Alin Lancaster gave a presentation. <br />Mayor Howard opened the public hearing. <br />The following members of the public spoke: <br />• Sarah Kinahan <br />• Dayna Chung <br />• Kristen Anderson <br />Mayor Howard closed the public hearing. <br />Recommendation: <br />Hold public hearing, and: <br />1. Adopt a resolution approving an amendment to the Fiscal Year 2019-2020 <br />Annual Action Plan, to allocate $642,288 in CDBG Coronavirus (CDBG-CV) <br />funding, made available through the Coronavirus Aid, Relief, <br />Page 5 of 8 <br />
