and Economic Security (CARES) Act to the City's COVID-19 Emergency <br />Assistance Program, COVID-19 Childcare Provider Assistance Program and the <br />planning and administration of CDBG-CV, and authorizing the City Manager to <br />execute all related documents; and <br />2. By motion, authorizing the City Manager to approve programmatic changes <br />to the City's COVID-19 Emergency Assistance Program and COVID-19 Childcare <br />Provider Assistance Program. <br />CEQA: <br />The proposed activities are categorically excluded under the National <br />Environmental Protection Act (NEPA) because it involves tenant based rental <br />assistance, supportive services and economic development activities under 24 <br />CFR 58.35 and administrative and management activities under 24 CFR 58.34. <br />This is not a project under California Environmental Quality Act (CEQA) <br />Motion and second, Reddy and Aguirre, to: <br />1. Adopt a resolution approving an amendment to the Fiscal Year 2019-2020 <br />Annual Action Plan, to allocate $642,288 in CDBG Coronavirus (CDBG-CV) <br />funding, made available through the Coronavirus Aid, Relief, <br />and Economic Security (CARES) Act to the City's COVID-19 Emergency <br />Assistance Program, COVID-19 Childcare Provider Assistance Program and the <br />planning and administration of CDBG-CV, and authorizing the City Manager to <br />execute all related documents; and <br />2. By motion, authorizing the City Manager to approve programmatic changes <br />to the City's COVID-19 Emergency Assistance Program and COVID-19 Childcare <br />Provider Assistance Program. <br />The motion passes unanimously by roll call vote. <br />8.B. Waive first reading and introduce Zoning Ordinance amendments to comply <br />with State law and reduce barriers to child care by increasing locations where <br />child care is allowed and streamlining the child care review process (602) <br />MO 21-050 <br />Assistant Director of Community Development and Transportation Sue Exline <br />introduced the item, and Senior Planner Apollo Rojas gave a presentation. <br />Mayor Howard opened the public hearing.
